Ֆինանսական հավելյալ միջոցներ են ուղղվել սրտի վիրահատություններին, ուռուցքաբանությանն ու երեխաների բուժօգնությանը

Առողջապահության նախարարությունը, հիմք ընդունելով բյուջետային ծրագրերի որոշ թերակատարումներ և գերակատարումներ, այս տարվա համար իրականացրել է պետական միջոցների վերաբաշխումներ` այսպիսով հավելյալ միջոցներ ուղղելով բնակչության համար առավել կարևոր ու անհրաժեշտ ուղղությունների: Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ առողջապահության նախարարությունից, մասնավորապես, սրտի վիրահատությունների համար լրացուցիչ ուղղվել է ևս 416,3մլն դրամ, ուռուցքաբանական և արյունաբանական ծառայություններին` 200մլն դրամ, երեխաների բժշկական օգնությանը` 574,8մլն դրամ, շտապօգնությանը` 120մլն դրամ և այլն:

Ներծրագրային վերաբաշխումների ընթացքում առաջնահերթություն է համարվել մարզային կազմակերպությունների կողմից իրականացված աշխատանքների ծավալների փոխհատուցումը:

Պետպատվերով հատկացված միջոցների սղության պատճառով մարզերից մայրաքաղաք հիվանդների հոսքը կրճատելու և քաղաքացիներին ավելորդ անհարմարությունից ու ծախսերից զերծ պահելու նպատակով բյուջեի միջոցների վերաբաշխում կատարելիս հատուկ ուշադրություն է դարձվում մարզերային կազմակերպություններին ֆինանսների հատկացմանը, դրանց առավել արդյունավետ ու թիրախային ծախսմանը:

Առաջին անգամ վերաբաշխումների ընթացքում կիրառվել է նաև տարածաշրջանային համահարթեցման մոտեցումը` հաշվի առնելով նաև տվյալ բնակավայրի շահառուների քանակը, ինչը հնարավորություն է տալիս մարզերում գործող կազմակերպություններում իրականացնել նաև հերթագրված հիվանդների սպասարկում:

Օրինակ, Լոռու մարզում ակնաբուժական ծառայություն ունի միայն Սպիտակի հիվանդանոցը, որտեղ աչքի կատարակտայի վիրահատության համար հերթագրված է շուրջ 250 հիվանդ: Հերթերում սպասելու անհարմարություններին վերջ դնելու ու ակնաբուժական խնդիրներին շուտափույթ լուծում տալու նպատակով վերաբաշխման միջոցով հավելյալ 20 մլն դրամ է հատկացվել, որպեսզի բոլոր հերթագրվածները կարողանան մինչև այս տարեվերջ ստանալ անվճար վիրահատություն:

Այս մեխանիզմների կիրառմամբ` մարզային կազմակերպությունների 2018 թվական պայմանագրային գումարներին ավելացվել է 804,8մլն դրամ:

Վերաբաշխումների արդյունքում բոլոր կազմակերպություններում փաստացի կատարված աշխատանքների գծով առկա պայմանագրային գումարների գերակատարումները հիմնականում հատուցվել են: Խոսքն այն դեպքերի մասին է, երբ պետպատվերով հատկացված գումարները սպառվել են, սակայն տվյալ բուժհաստատությունը փաստացի մատուցել է պետպատվերով ծառայություն:

2018թ. պետբյուջեից առողջապահության ոլորտին հատկացվել է 81,2 մլրդ ծախսային միջոց: Եկող տարի սպասվող բյուջետային ավելացումներն ուղղվելու են գերակա նպատակների` բնակչությանը մատուցվող առողջապահական ծառայություններին նոր որակ, մակարդակ հաղորդելու և առաջնահերթ խնդիրներին նոր լուծումներ տալու հստակ նպատակադրմամբ:
