Աշխատանքային խմբի նախնական եզրակացությամբ` գազի սակագինը հնարավոր է նվազեցնել առնվազն 10 տոկոսով

ՀՀ վարչապետի հանձնարարությամբ ստեղծված էլեկտրաէներգիայի և գազի սակագնի ստուգումն իրականացնող աշխատանքային խումբը ուսումնասիրությունների արդյունքում եկել է այն եզրակացության, որ գազի ներկայիս սակագինը կարելի է նվազեցնել առնվազն 10 տոկոսով: Այս մասին հայտնեց աշխատանքային խմբի անդամ, էներգետիկայի ոլորտի փորձագետ Էդուարդ Արզումանյանը` ներկայացնելով 2 ամսում գազի գնի ուսումնասիրության նախնական արդյունքները և դրա նվազեցման հնարավորությունները: Նրա խոսքով՝ եզրակացությունը ներկայացվել է ՀՀ վարչապետ Նիկոլ Փաշինյանին:

«Առկա են ռիսկեր ներդրումային ծրագրերի արդյունավետության և դրանց արդյունքների մասով: Այդ ծրագրերը կատարվել են անարդյունավետ, տեղի է ունեցել ծախսերի արհեստական ավելացում, ինչն ուղղակիորեն ազդել է գազի սակագնի վրա: Այսինքն` սակագնում ներառվող ծախսերի մեթոդաբանությունը ներդրումների վերաբերյալ չի ապահովել գնագոյացումը, ընդհակառակը` անտեսվել են սպառողների շահերը»,- շեշտեց Արզումանյանը՝ հավելելով, որ չի եղել նաև պատշաճ պետական վերահսկողություն:

Ըստ փորձագետի` սակագների մեջ ներառվող գազի կորուստների ցուցանիշի մասով առկա են ռիսկեր:

«Գազի կորուստները, որպես տեխնոլոգիական անխուսափելի կորուստներ և սեփական կարիքների համար ծախսեր, 16-17 տարի շարունակական կազմում են շուրջ 6-ից 8 տոկոս՝ այն դեպքում, որ կորուստը կարող է լինել վատ շահագործմամբ պայմանավորված վթարների կամ ուղղակի գազի չհաշվառված օգտագործման պարագայում»,- նշեց Արզումանյանը:

Աշխատանքային խմբի նախնական եզրակացության համաձայն` ներկայումս Հայաստանի համակարգում բնական գազի ընդհանուր կորուստները չափազանց մեծ են` տարեկան միջինը մոտ 140-150 միլիոն խորանարդ մետր, ինչն իրականում անհնարին է:

«Ավելին՝ առավել ուշադրություն է գրավում գազի փոխադրման համակարգի բարձր ճնշման գծային ցանցում, այսպես կոչված, անխուսափելի տեխնոլոգիական կորուստների մեծությունը, որը տարեկան կազմում է 100 միլիոն խորանարդ մետր, և սկզբունքորեն ու տեխնիկապես անընդունելի է: Այդ կորուստների անվանական մեծությունը չի համապատասխանում իրականությանը»,- ընդգծեց Արզումանյանը:

Ըստ Արզումանյանի` անհրաժեշտ է նաև շահագործման և պահպանման ծախսերի հստակեցում:

«Շահագործման և պահպանման ծախսերի տարեկան մեծությունը կազմում է մոտ 10 միլիարդ դրամ»,- ասաց նա:

Վարչապետի հանձնարարությամբ ստեղծված` էլեկտրաէներգիայի և գազի սակագնի ստուգումն իրականացնող աշխատանքային խմբի անդամը հավելեց նաև, որ անհրաժեշտ է գազի կորուստների հաշվարկի վերանայում՝ այն մոտեցնելով միջազգային, այդ թվում` ռուսական փորձին:

Էլեկտրաէներգիայի և գազի սակագնի ստուգումն իրականացնող աշխատանքային խմբի նպատակն է ուսումնասիրել էլեկտրոէներգիայի և գազի սակագնի հավաստիությունը, ռիսկերի առկայությունը և արված հետազոտություններից հետո տալ գնահատականներ: Աշխատանքային խմբում ընդգրկված է 10 անդամ` գազի, էլեկտրաէներգիայի գծով փորձագետներ, տնտեսագետներ, ֆինանսների նախարարության և պետական եկամուտների կոմիտեի ներկայացուցիչներ, ինչպես նաև ազգային անվտանգության ծառայության ներկայացուցիչներ:
