Վարորդական վկայական «գնելու» թեման փակվե՞ց. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Երկու օր առաջ ՀՀ ոստիկանապետ Վալերի Օսիպյանի հրամանով աշխատանքից ազատվեցին Ճանապարհային ոստիկանության մի շարք պաշտոնյաներ: Մասնավորապես պաշտոնանկ եղան Կոտայքի, Արմավիրի, Իջևանի ու Գորիսի հաշվառման քննական խմբի պետերը։

ՀՔԲ–ները, ինչպես հայտնի է, այն կառույցներն են, որտեղ քաղաքացիները դիմում են վարորդական իրավունք ստանալու նպատակով: Սրա համար անհրաժեշտ է քննություն հանձնել, բայց հեծանիվ հորինած չենք լինի, եթե ասենք, որ քննության փոխարեն շատերը պլստացել են գումար, այն է՝ կաշառք տալու միջոցով:

«Վարորդի ընկեր» հ/կ համահիմնադիր Սերգեյ Ղահրամանյանի խոսքով՝ այս պաշտոնանկությունները վարորդական իրավունքների վաճառքի ավարտը կարող են լինել: Ճանապարհային ոստիկանության կողմից իրեն տրամադրված նյութերի համաձայն, 2016 թ. Երևանում գործնական քննությամբ տրամադրված վարորդական իրավունքների թիվը 60–70% էր, այսինքն՝ երեք քննություն հանձնողներից երկուսը հաղթահարում էր շեմը, մեկը պետք է վերահանձներ: Մինչդեռ Կոտայքի մարզում, որտեղ ավելի փոքր է բնակչությունը, տրամադրված վարորդական վկայականներն ավելի շատ են եղել:

Վարորդական հասարակության շրջանում գիտեն, որ Երևանում քննություն չհանձնելու դեպքում կարելի է գնալ Կոտայքի ՀՔԲ ու այնտեղ շատ հեշտ ստանալ վկայական: Ըստ Ղահրամանյանի՝ Կոտայքում քննություն հանձնողների 90–98%–ը վկայկան էր ստանում: Նույն պատկերն էր նաև Արարատի և Արմավիրի մարզերում: 2017 թ. պատկերն էլ ավելի վատն էր: Բոլոր մարզերում մոտ 100% արդյունավետություն կար գործնական քննության համար, նույնը 2018 թ. առաջին չորս ամիսների տվյալների համաձայն:

Ղահրամանյանի խոսքով՝ այստեղ մի քանի ենթադրություն կարող է լինել. կա՛մ այդ թեստային տարբերակները շատ հեշտ են, կա՛մ քննություն հանձնողները շատ խելացի են, կա՛մ այլ ձևով է ընթանում քննությունը:

«Բայց երբ տեսնում ենք այն վարորդներին, ովքեր մի քանի ամիս առաջ վարորդական իրավունքի վկայական են ստացել, տեսնում ենք, թե ինչպիսի խախտումներ են անում, վարորդների խելացի լինելը միանշանակ չի ընդունվում: Հետևություն ենք անում, որ այնտեղ վարորդները այլ կերպ են վկայական ստանում»,– նկատեց նա:

Հարցին, թե իրենց կազմակերպության հետ խնդրի վերաբերյալ քննարկումներ եղե՞լ են, նշեց, որ հանդիպումներ եղել են, պայմանավորվել են հաջորդ հանդիպման խոսակցության թեման վարորդական վկայականների տրամադրման գործընթացը լինի:

Համոզվա՞ծ է, որ վկայականների վաճառքը կարող է վերանալ պաշտոնյաների հեռացմամբ, պատասխանեց. «Ոչ, քանի դեռ կան մարդիկ, ովքեր իրենց վրա չեն զգացել օրենքի ուժը: Սա վերաբերում է թե՛ ոստիկանին, թե՛ քաղաքացուն, ով պատրաստ է գումար տալ, ինչով վատություն է անում թե՛ ոստիկանությանը, թե՛ իրեն և վտանգում երթևեկությունը: Պետք է լինի փոխադարձ գիտակցություն սեփական քայլերի նկատմամբ»:
