Խոստանում է մինչ տարեվերջ լուծել աշխատավարձերի ուշացման խնդիրը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Վանաձորի ավագանու «Լուսավոր Հայաստան» խմբակցություն բազմաթիվ բողոքներ են ներկայացվել համայնքապատկան հիմնարկների աշխատավարձերի ուշացումների և արձակուրդային գումարների չվճարման վերաբերյալ։ Սրան հետևել է խմբակցության կողմից Վանաձորի քաղաքապետ Մամիկոն Ասլանյանին ուղղված հարցումը տվյալ խնդրի պարզաբանման նպատակով: Հարցումն ուղարկվել է մի քանի օր առաջ:

Իրականում ի՞նչ խնդիր կա այսօր Վանաձորի համայնքապատկան հիմնարկների աշխատավարձերի ուշացման մասով: Վանաձորի քաղաքապետ Մամիկոն Ասլանյանը «Փաստ»–ի հետ զրույցում չհերքեց, որ նման խնդիր կա՝ նշելով, թե խնդիրը եղել է մինչ իր քաղաքապետ դառնալը: Այն ժամանակ այդ ուշացումները ձգձգվել են ընդհուպ մինչև 2 ամիս: «Մարդիկ ոչ թե չեն վճարվում, այլ ուշացումներ են լինում: Մոտ 60 համայնքապատկան հիմնարկ ունենք, բայց ուշացումներն այնպես են բաշխված, որ մեկ կազմակերպության մոտ դրանք 1 ամիս կամ ամսից ավելի չտևեն: Մեր կողմից կատարված տնտեսումների, բյուջեի պլանավորման հաշվին իջեցրել ենք այդ ցուցանիշը: Այժմ ուշացումները լինում են մոտ 10–15 օրով: Համամասնորեն այնպես ենք պլանավորում, որ այդ 15–օրյա ուշացումները մեկ ամիս վերաբերեն մեկին, մյուս ամիս՝ մյուսին, մինչև բյուջեի մուտքերի և կառավարության դոտացիայի հետ համատեղ տարեվերջին խնդիրն ամբողջությամբ կհարթենք»,– նշեց քաղաքապետը:

Հարցին, թե ո՞րն է աշխատավարձերի ուշացման պատճառը, պատասխանեց, որ նախորդ տարիներին բյուջեի պլանավորման հետ կապված խնդիրներ են առաջացել, դեֆիցիտի պատճառով աշխատավարձի պարտքը աճել է: Ոչ թե գումարը կա, չեն տալիս, այլ՝ իրենք նախորդ տարի աշխատել են հին բյուջեով՝ մոտավորապես մինչև 7–րդ ամիսը, գումարը չի բավականացրել, խնդիրները, նախատեսված ծախսերն ու իրենց տրվելիք գումարները համամասնորեն չեն բաշխվել, որի ժամանակ էլ գոյացել է պարտքը: Ըստ Ասլանյանի՝ ավելանալու փոխարեն աշխատավարձերի պարտքը նվազեցրել են, հասցրել մինիմումի: Նախորդ տարի 100 միլիոն դրամ տնտեսման միջոցով իջեցրել են այդ թիվը, և այժմյան պարտքը կազմում է 70 միլիոն դրամ՝ նախկին 220 միլիոն դրամի փոխարեն:

«Մի պահ կարողացել էինք իջեցնել մինչև 45 միլիոն դրամի, հիմա 70 միլիոն է, որը կապված է ասֆալտապատման սեզոնային աշխատանքների հետ: Բայց այս պահի դրությամբ պարտք չունենք, 3 օրվա ընթացքում դա էլ կմարենք: Հիմնականում ժամկետների խնդիր է, բայց ոչ ամիսների, այլ՝ օրերի: Պետության կողմից ստացվող դոտացիաները աշխատում ենք այնպես բաշխել, որ որևէ մեկի մոտ աշխատավարձերի երկարատև ձգձգում չառաջանա: Սա լուծելի խնդիր է, մեր բյուջեի մուտքերի, տնտեսումների հաշվին կանենք դա»,– նշեց նա:
