Օսիպյանը թող առաջինը սկսի ինքն իրենից ու իր հարազատներից

Ասանետ Լալայանը ֆեյսբուքյան իր էջում գրում է.

Նոր Հայաստանում ոստիկանների օրինական գործունեության պահանջների, հովանավորչությունն արմատախիլ անելու մասին հայտարարությունների ֆոնին հարկ է հիշել, մի դիպված որպեսզի կարողաննաք հասկանալ, թե որքանով են ազնիվ այս բոլոր մղումները:

Տարիներ առաջ Երևանի Նուբարաշեն համայնքում տեղի ունեցած դանակահարության աղմկահարույց դեպքը ուղղակի կերպով կապվում է ներկայիս ոստիկանապետ Վալերի Օսիպյանի հետ: Այս դեպքը տեղի էր 2014թ. հունիսի 1-ի գիշերը: Փաստագրված է, որ վիճաբանությունից և ծեծկռտուքից հետո ՀՀ քաղաքացի 22-ամյա Վանուշ Ալեքսանյանին տեղափոխել են «Էրեբունի» բժշկական կենտրոն, որտեղ վերջինս վիրահատվել էր և տուժողը զրկվել է փայծաղից: Ըստ ոստիկանության՝ դանակահարողը Երևանի փոխոստիկանապետ Վալերի Օսիպյանի եղբորորդին է եղել՝ 22-ամյա Սեդրակ Օսիպյանը:
Սեդրակ Օսիպյանին հունիսի 3-ին մեղադրանք է առաջադրվել Քրեական օրենսգրքի 112-րդ հոդվածի 1-ին մասով: Սակայն նրա նկատմամբ խափանման միջոցը՝ ազատազրկումը, այդպես էլ չի կիրառվել, քանի որ նա ամիսներ շարունակ գտնվել է հետախուզության մեջ: Իսկ այս ընթացքում այն ժամանակվա Երևանի ոստիկանապետ Վալերի Օսիպյանը բոլոր հնարավոր և անհնար տարբերակներին է մտածել, որպեսզի Սեդրակին ազատի պատասխանատվությունից: Որպես առաջին լավագույն տարբերակ մեղքի իր վրա վերցնողին «հայթայթելն» էր, քանի որ այդպես Օսիպյանը լավագույնս ջրից չոր դուրս կգար, թե կապացուցվեր եղբորորդու անմեղսունակությունը, թե կմաքրվեր իր անունը:

Սակայն Նուբարաշենում տեղի ունեցած դանակահարության մասով քրեական գործում որպես կասկածյալ ներգրավված Նուբարաշեն 11 փողոցի 12 շենքի բնակիչ Սարգիս Հովհաննիսյանի մայրը այդ օրերին ոստկիանությանը հայտնեց, որ Օսիպյանն իրեն առաջարկել է, որ իր որդին` գործով վկա Սարգիս Հովհաննիսյանը, կատարվածի մեղավորությունը վերցնի իր վրա: Օսիպյանն այս մեղադրանքն, անշուշտ, հերքեց՝ վստահեցնոլով, որ բոլոր մեղավորները պետք է պատժվեն, բայց ազգական մեղավորը այդպես էլ չհայտնվեց:

Ամիսներ անց Վալերի Օսիպյանի եղբորորդու գործը պարտակվեց ու կարճվեց ամենից անտրամաբանական հմինավորումով, եզրակացություն արվեց, որ տուժող Վանուշ Ալեքսանյանը հիվանդանոց է տեղափոխվել, վիրահատվել ու զրկվել փայծաղից «սայթաքելու» ու վայր ընկնելու հետևանքով: Իսկապես ծիծաղելի է անգամ մանկական տրամաբանության մեջ չտեղավորվող հիմնավորումով որոշում կայացնելը, բայց դե ի վերջո հորեղբայրը կարողացավ « դասավորել» զարմիկի գործը: Հատկանշականն այն է, որ, ըստ Օսիպյանի, ընդհուպ մինչև վիրահատության կարող է մարդ հասնել «սայթաքելուց», բայց թեթև վնասվածքներ ստանալն՝ անհնար է:

Հիմա այս մարդը մեր երկրի կարևորագույն պաշտոններից մեկն է զբաղեցնում, քարոզում է օրենքի առաջ բոլորի հավասար լինելու տեսությունը, բայց ինքը ամենակոպիտ, ու ամենաօրինախատ կերպով շրջանցել է այդ նույն օրենքը: Այսպիսի գործելաոճը բնավ հարիր չէ նոր արժեհամակարգ ստեղծել փորձող մեր երկրին և եթե Հայաստանը իրոք օրենքի երկիր է, ուրմեն թող Օսիպյանը սկսի ինքն իրենից ու իր հարազատներից:
