Իրականում 60 տոկոս աղքատություն ունեցող երկրում բարեգործությունը արգելելը անհեռատես քայլ է

Աշոտ Աղայանը ֆեյսբուքյան իր էջում գրում է.

Օրեր առաջ Կառավարությունը որոշեց շրջանառության մեջ դնել Բարեգործության մասին օրենքում փոփոխություններ կատարելու մասին նախագիծը, որով նախատեսվում է բարեգործության իրականացումը դնել պետական լիազոր մարմնի ենթակայության տակ, այսինքն լիազոր մարմինը պետք է որոշի թույլատրել բարեգործությունը թե ոչ։

Այս նախագիծը արդեն իսկ հասցրել է բավական մեծ աղմուկ առաջացնել հանրության տարբեր շրջանակներում։ Օրենքի նախագիծն ունի բացահայտ քաղաքական ենթատեքստ և թիրախավորում է Հայաստանում բարեգործի համբավ ունեցող Գագիկ Ծառուկյանին, որի բարեգործական ծրագրերն ու գործունեությունն ընդգրկում են ամենատարբեր ոլորտներ՝ սպորտ, մշակույթ, գյուղատնտեսություն, կրթություն, առողջապահություն և այլն։

Վերջերս բողոքի և անհամաձայնության բազմաթիվ արձագանքներ եղան սպորտի ոլորտից, Հայաստանի բազմաթիվ տիտղոսակիր մարզիկները դեմ արտահայտվեցին նշյալ օրենքի նախագծին՝ նշելով, որ հենց Ծառուկյանի բարեգործության շնորհիվ է, որ սպորտը Հայաստանում հասել է աննախադեպ զարգացման և կայացման և պետության կողմից այդ բարեգործության չեղարկումը սպորտը հետ կշպրտի հեռավոր 90-ականներ։

Հունիսի 15-ին «Գագիկ Ծառուկյան» բարեգործական հիմանդրամը իրականացրեց հերթական սոցիալական ծրագիրը, որի շրջանակում բազմաթիվ կարիքավոր ընտանիքներ ստացան դրամական օգնություն՝ իրենց խնդիրները գոնե մասամբ հոգալու համար։

Հիմնադրամի շահառուներն իրենք իրենց խոսքում ասացին, որ եթե նոր Կառավարությունը շարժվի նման ճանապարհով և արգելի բարեգործությունը, ապա հուսախաբ կանի ժողովրդին։

Իրականում նոր Կառավարության այս գործելաոճը զարմանալի է, քանի որ եթե նախկին իշխանությունները վաղուց կորցրել էին իրականության զգացումը, ինչի արդյունքում եղան հայտնի իրադարձությունները, ապա նոր Կառավարությունը շատ լավ գիտի ու հասկանում է, թե ինչպիսի սոցիալական վիճակում է գտնվում Հայաստանի հասարակության մի զգալի հատվածը։ Երբ հենց հասարակության այդ հատվածն է, որ այսօր կարքի ունի բարեգործության, քանի որ պետությունը ցավոք սրտի դեռ չի կարողանում հոգալ նրա խնդիրները։

Պետությունը չի կարողանում մարզերի ուսանողին ապահովել անվճար երթուղով բուհ գնալու համար, չի կարողանում աղետի գոտում, տնակներում ապրող և երեխայի սպասող ընտանիքին ապահովել բնակարանով, չի կարողանում գյուղացուն ապահովել սերմացուով, աղքատ ընտանքիներին՝ տարբեր խնդիրներ լուծելու մինիմալ գումարով, մարզիկին՝ մոտիվացնող պարգևավճարներով և այդպես շարունակ․ ոլորտները տարբեր են ու կարելի է անվերջ թվարկել։ Եվ բոլոր այս հարցերում մարդկանց օգնում է Ծառուկյանը։ Իհարկե Ծառուկյանն ինքն է բազմիցս ասել, որ բարեգործությամբ երկիր չես պահի, բայց քանի դեռ մարդիկ ունեն բարեգործության կարիք, դա չպետք է արգելվի։
Փաստորեն նոր Կառավարությունը գալիս է հակառակ կողմից․ փոխանակ լուծելու մարդկանց խնդիրները, որպեսզի նրանք բարեգործության կարիք չունենան, նա ուղղակի որոշում է արգելել բարեգործությունը՝ հարուցելով բազմաթիվ մարդկանց զայրույթն ու տարակուսանքը։

Բնականաբար Կառավարությունը ինքն էլ քաջատեղյակ է, որ այսօր բարեգործության կարիք շատերը ունեն, և հենց այդքանը իմանալով ու դա արգելելով՝ պարզ ցույց է տալիս, որ այդ ամենի հետևում կան վատ քողարկված քաղաքական շարժառիթներ։
