Խորհրդակցական հանձնաժողովը նեղ քաղաքական շահեր սպասարկելու գործիք

Կարեն Հակոբյանը ֆեյսբուքյան իր էջում գրում է.

Վերջին օրերին, ներքաղաքական դաշտի ամենաքննարկվող և ամենաինտրիգային թեման դարձել է «Բարեգործության մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին օրինագիծը, որը Կառավարությունն ուղարկվել է ԱԺ քննարկման: Օրինագծի վերաբերյալ դժգոհությունը կապված է այն հանգամանքի հետ, որ համաձայն դրա պետք է ստեղծվի խորհրդակցական հանձնաժողով, որն էլ կվերահսկի այդ գործընթացը: Չնայած այն հանգամանքին, որ օրինագիծը դժգոհության ալիք է բարձրացրել հանրության շրջանում, պատճառաբանություններն ու «հիմնավորումներն» այդ օրինագիծը կյանքի կոչելու մեկնաբանվում են, թե իբր կանխարգելիչ միջոց է՝ սպասվելիք ընտրությունների ընթացքում, ընտրակաշառքները բարեգործության ֆոնի տակ ներկայացնելու հանգամանքը բացառելու համար: Սակայն դեռևս նախկին իշխանությունների օրոք, բոլորին էլ ակնհայտ էր, որ այդ օրնագիծը մշակվել է հատուկ՝ ոլոտում ամենամեծ ավանդ ու ամենամեծ հեղինակություն վայելող Գագիկ Ծառուկյանի դեմ: Բացատրենք, թե ինչու.

Նախ՝ ի գիտություն. Գագիկ Ծառուկյանն արդեն մոտ երկու տասնամյակ իրականացնում է բարեգործական ծրագրեր, անկախ ժամանակահատվածից, անգամ որոշակի հատված քաղաքականության մեջ չգտնվելու տարիներին, նա շարունակում էր իր բարեգործական գործունեությունը: Այսինքն պնդել, թե Ծառուկյանի բարեգործական ծրագրերը քաղաքական ենթատեքստեր են պարունակում պարզագույն անտեղյակության նշան է: Կարելի է ուղղակի ուսումնասիրել «Ծառուկյան» բարեգործական հիմնադրամի իրականացված ծրագրերի գրաֆիկը և միանգամայն պարզ կդառնա, որ դրանք զուրկ են քաղաքական ենթատեքստից, քանի որ արվել են և ընտրություններից հետո և դրանց բացակայության պարագայում:

Երկրորդ. Ծառուկյանն իր անձնական միջոցներից է տարիներ շարունակ իրականացրել այդ ծրագրերը և տարբեր ոլորտներում՝ ուսանողական կրթաթոշակների և վարձավճարների փոխանցում, սոցիալապես անապահովներին դրամական աջակցություն, բնապահպանության ոլորտում աջակցություն, բժշկական նպատակներով դրամական փոխանցումներ, մշակույթի ոլորտում ծրագրերի իրականացում, գյուղատնտեսական ոլորտում օժանդակություններ, սպորտի ոլորտում կատարված ծրագրերի մասին անգամ խոսելն ավելորդ է, աշխարհն է դա տեսնում: Այս համատեքստում էլ հասկանալի է դառնում արդեն, որ խորհրդակցական հանձնաժողովի գործառույթներն ուղղված են լինելու նեղ քաղաքական շահեր սպասարկելու գործընթացին, իսկ դա թույլ տալը կխաթարի սիրո և համերաշխության մթնոլորտը:

Այն որ այս օրինագիծը բազմաթիվ խնդիրների ու սոցիալական դժգությունների է հանգեցնելու, անվիճելի փաստ է և եթե նպատակը բարեգործությունը քաղաքականությունից տարաջատելն է, ապա դրա համար հստակ օրենք կա ինչպես արդեն նշել ենք և եթե լինի բավարար քաղաքական կամք, ապա այն օրինապահ մարմինների միջոցով հնարավոր է կարգավորել և բնավ կարիք չի լինի կաշկանդել բարեգործության ոլորտը: Հուսանք Կառավարությունը նման արկածախնդրության չի գնա և հետ կկանչի այդ օրենսդրական նախաձեռնությունը ԱԺ-ից, հակառակ դեպքում փակուղում ենք հայտնվելու, որի պատասխանատվությունը շատ ավելի մեծ է, քան ոմանք պատկերացնում են:
