Փոխվարչապետի գրասենյակի հայտարարությունը

Սիրելի՛ քաղաքացիներ, տեղյակ ենք, որ փոխվարչապետի խորհրդական Գեորգի Մուրադյանի նշանակումը սոցիալական ցանցերում և մամուլում որոշակի քննարկումների և մտահոգությունների առիթ է դարձել: Ուսումնասիրել ենք նաև մամուլի անդրադարձը Գեորգի Մուրադյանի կենսագրությանը, մասնավորապես՝ նրա ենթադրյալ առնչությանը թմրանյութերի մաքսանենգության հետ: Այս առիթով մենք մեր մտահոգությունն ենք հայտնում տեղեկատվության ոչ համակողմանիության կապակցությամբ:

Հրապարակումներից որևէ մեկում մենք չենք տեսել այն փաստի արձանագրումը, որ Գեորգի Մուրադյանի նկատմամբ կայացված դատական վճիռը թմրանյութերի ապօրինի շրջանառության հոդվածով չէ: Թեև Մուրադյանը 2007 թվականին հարուցված թմրանյութերի մաքսանենգության գործով ներգրավվել է որպես մեղադրյալ, սակայն քննության ընթացքում որևէ ապացույց չգտնելով՝ մեղադրանքի էությունը փոխվել է, և նրան առաջադրվել է ապօրինի ռազմամթերք պահելու մեղադրանք: Եվ հենց այդ մեղադրանքով է մեղադրական կողմը ներկայացել դատարանում:

Հինգ ամիս և տասն օր տևած կալանքից հետո Մուրադյանը ապօրինի ռազմամթերք պահելու մասով մեղավոր է ճանաչվել, դատապարտվել 5 ամիս 10 օր ազատազրկման և ազատ արձակվել դատարանի դահլիճից:

2008 թվականին նա բողոքարկել է վճիռը վերաքննիչ դատարանում և արդարացվել: Այս բոլոր փաստերն անտեսված են մամուլի առկա հրապարակումներում: Թեև մեր գրասենյակը և պարոն Մուրադյանը գիտակցում են, որ պաշտոնատար անձը, էթիկայի նորմերով պայմանավորված, առավել լայն հանդուրժողականություն պիտի ցուցաբերի քննադատություններին, սակայն, եթե հարցը դիտարկենք իրավական տեսանկյունից, կա ուժի մեջ մտած վճիռ, որով Մուրադյանն արդարացվել է:

Իսկ եթե հարցը դիտենք իրավական հարթությունից դուրս, ապա առանցքային նշանակություն ունի հիշյալ գործի քննության ժամանակաշրջանը, երբ Հայաստանի դատաիրավական համակարգը հենված չի եղել արդարության սկզբունքի վրա: Գործի քննության մեջ տեղ գտած բազմաթիվ հակասությունների համատեքստում որևէ միանշանակ գնահատական օբյեկտիվ համարվել չի կարող:

Փաստերի ոչ համակողմանի ներկայացումն ու ոչ պատշաճ վերլուծությունը օբյեկտիվորեն կարող էին և հանգեցրել են հանրային բացասական ընկալումների: Այդ իսկ պատճառով անհրաժեշտ ենք համարել հանդես գալ այս հայտարարությամբ:

Ինչ վերաբերում է Գեորգի Մուրադյանի` խորհրդականի պաշտոնում նշանակման նպատակահարմարությանը, նշենք, որ պարոն Մուրադյանը ունի համակարգի տարբեր օղակներում աշխատելու հարուստ փորձառություն, հիմնադրել է Օդեսայում Հայաստանի գլխավոր հյուպատոսությունը և լուծել իր առջև դրված խնդիրները բազմազգ այդ տարածաշրջանում` արժանանալով բոլոր կողմերի վստահությանը, ունի բանակցային դրական որակներ, լավ է ճանաչում պետական կառավարման համակարգն իր կառուցվածքով և պատմությամբ, ուստի նրա խորհրդատվությունը անհրաժեշտ է նոր կառավարությանը որոշումների կայացման հարցում:
