Ինչքանո՞վ է իրական պատերազմի հավանականությունը

1in.am | Միջազգային ճգնաժամային խումբը, անդրադառնալով հայաստանյան իրադարձություններին, դիտարկել է նաև Ղարաբաղի գործոնը՝ հնարավոր համարելով, որ Հայաստանի անկայունությունը կարող է նպաստել լարվածության աճին Լեռնային Ղարաբաղի հակամարտության գոտում: Եվրոպայի և Կենտրոնական Ասիայի ծրագրերի տնօրեն Մագդալենա Գրոնոյի մայիսի 3-ի հրապարակումը նաև դիտարկում է երեք վտանգավոր սցենար:

Փորձագիտական առաջին վարկածն այն է, որ ստեղծված իրավիճակում ԼՂՀ հրամանատարները կարող են կանխարգելիչ հարված հասցնել 2016-ի պատերազմի տարածքային կորուստները վերականգնելու նպատակով: Ընդ որում, հեղինակի կարծիքով՝ դա կարող է լինել թե՛ ռազմական ղեկավարության որոշման հետևանք, թե՛ Երևանի էլիտայի քաղաքական ռազմավարության մի մասը:

Այս վարկածը, մեղմ ասած, հեռու է իրականությունից և ամրապնդված չէ որևէ կոնկրետ փաստով: Չնայած Հայաստանում առկա քաղաքական ճգնաժամին՝ մեր երկրում իրավիճակը դուրս չի եկել վերահսկողությունից, ճիշտ հակառակը՝ հասարակության աննախադեպ համախմբվածությունը փակուղին հաղթահարելու նախադրյալներ է ստեղծում: Մյուս կողմից՝ չնայած քաղաքական հակամարտությանը, Հայաստանում լիակատար կոնսենսուս կա ԼՂ խնդրի, այն բանակցությունների ճանապարհով լուծելու հարցում, մյուս կողմից՝ հայկական զինված ուժերն ու ԼՂՀ իշխանություններն ամբողջովին վերահսկում են իրավիճակը:

Հեղինակը առաջ է քաշում նաև երկրորդ վարկածը, ըստ որի՝ Բաքուն կօգտվի Հայաստանում ստեղծված ներքաղաքական ճգնաժամից և կսանձազերծի պատերազմ:

Ադրբեջանում, իհարկե, կան նման տրամադրություններ, անգամ իշխող կուսակցության պատգամավորների մակարդակում, սակայն Բաքվի էլիտան, կարծես թե, հագուրդ չի տալիս այդ տրամադրություններին: Ալիևի իշխանությունը մի կողմից՝ շփոթված է Հայաստանում տիրող իրավիճակից, մյուս կողմից՝ հակված է սպասել հայաստանյան իրադարձությունների զարգացմանը: Բաքվում հրաշալի հասկանում են, որ թավշյա հեղափոխությունը թեև քաղաքական ճգնաժամ է հարուցել Հայաստանում, սակայն միջազգային հանրության աչքերում ավելի է բարձրացրել Հայաստանի հեղինակությունը, ինչը նվազեցնում է պատերազմի ռիսկերը: Մյուս կողմից՝ հիմա Ադրբեջանը այս պահին պատերազմի քարտ-բլանշ չի կարող ստանալ Ռուսաստանից, որը պատրաստվում է հունիսին հյուրընկալել ֆուտբոլի աշխարհի առաջնությունը և խիստ շահագրգռված է տարածաշրջանային կայունությամբ:
