«Ամերիկայի ձայնն» ու «Ազատություն» ռադիոկայանը այլևս չեն կարող արգելափակվել.«Փաստ»

«Փաստ» օրաթերթը գրում է.

ԱՄՆ հեռարձակման միջազգային բյուրոն ծրագիր է մշակում, որը կկարողանա շրջանցել այս կամ այն պետության ինտերնետ–«գրաքննությունը»: Սկզբնական փուլում ծրագիրը նախատեսված է ԱՄՆ կառավարության լրատվամիջոցների, նախևառաջ, «Ամերիկայի ձայնը» և «Ազատություն» ռադիոկայանների բովանդակությունը նպատակային երկրներում հասանելի դարձնելու համար: Խոսքը, նախևառաջ, Մերձավոր Արևելքի երկրների, Չինաստանի, Իրանի, ԱՊՀ մի շարք երկրների (այդ թվում` Ադրբեջան, Ղրղզստան, Ղազախստան և այլն, Հայաստանը նախնական ցանկում չկա), Ղրիմի, Ուկրաինայի և մի շարք այլ երկրների մասին է:

Ծրագիրը թույլ կտա շրջանցել ինտերնետ–«գրաքննությունը» վեբ–պրոքսիի վրա հիմնված բրաուզերի օգնությամբ: Այն նաև թույլ կտա ստանալու պրոքսի–սերվերի սեփական ինտերնետ–հասցե: Ծրագիրը համադրելի կլինի տարածված և հասանելի այնպիսի բրաուզերների համար, ինչպիսիք են Internet Explorer, Firefox, Safari, Chrome, Flash Player և Microsoft Media Player ծրագրերը, ինչպես նաև բջջային հեռախոսների համար:
Միջազգային հեռարձակման բյուրոն հոգացել է նաև ծրագրի հնարավոր արգելափակումների համար: Ենթադրվում է, որ այն հնարավորություն կունենա խուսափելու, դիմակայելու և վերականգնվելու օտարերկրյա կառավարությունների և ինտերնետ–պրովայդերների կողմից արգելափակվելու դեպքում: Վերականգնումը տեղի կունենա 24 ժամում:

Առանձնապես նշվում է, որ ծրագիրը կկարողանա հասանելիություն ապահովել միաժամանակ 250 հազար օգտատիրոջ: Բացի այդ, ծրագիրը նախատեսում է օգտատերերի անձնական տվյալների հավաքագրում: Ընդ որում, այդ տվյալները չեն սահմանափակվելու աշխարհագրական դիրքի, ամսաթվի, ժամանակի և այցելած ինետերնետ–հասցեների մասին տեղեկություններով: Այդ տեղեկությունները կպահպանվեն հատուկ պաշտպանվող բազայում: Այդ բոլոր տվյալները փոխանցվելու են ԱՄՆ հեռարձակման հարցերով կառավարողների խորհրդին` հետագա ուսումնասիրման և մշակման համար:

Այսօր արգելափակումը շրջանցելու համար առավել տարածված են VPN տեխնոլոգիաները: Դրա հիմքում ընկած է մի համակարգ, որը թուլ է տալիս անանուն կերպով մուտք գործել ցանկացած կայքէջ` այլ երկրի սերվերին դիմելու հնարավորության շնորհիվ: Ենթադրվում է, որ այդ համակարգը կապված չի լինելու Ինտերնետում որևէ կոնկերտ հասցեի հետ, և ամեն անգամ ի հայտ է գալու նոր հասցեով, անվանումով, և օգտատերերը կարող են կիսվել արդեն նոր հասցեներով:
