Նախընտրական «ֆալստարտ»՝ խորհրդարանում

Արմեն Հովասափյանը իր Ֆեյսբուքյան էջում գրում է.

ԱԺ հինգերորդ գումարաման տասնմեկերորդ նստաշրջանի մեկնարկը անսովոր է՝ հատկապես առաջիկա ընտրությունների ֆոնին: Խոսվում է այն մասին, որ ԱԺ աշխատանքներն այս փուլում նորմալ չեն ընթանա, քանի որ բոլորը լծված են առաջիկա ընտրությունների «գոյապայքարին»: Այնինչ, քառօրյայի աշխատանքային օրվա մեկնարկը խոստումնալից էր` նիստին ներկա էր 104 պատգամավոր:
Առաջին նիստն ընթացավ բուռն քննարկումներով և հակասական տրամադրություններով: ՀԱԿ-ը հայտարարեց, որ պատրաստվում է դիմել ՍԴ, քանի որ ընտրությունների օրն, ըստ նրանց, հակասահմանադրական է: Փոստանջյան Զարուհին Մաեստրոյին առաջարկեց Գարո Փալյանին հրավիրել հայրենի պառլամենտ և դրանով թուրքական մեջլիսի հայ երեսփոխանին աջակցություն ցուցաբերել: ՀՎԿ-ն, որպես նախընտրական PR «խոդ», առաջարկեց Գյումրին ազատել հարկերից: Նիկոլը խոսեց բարձրաստիճան պաշտոնատար անձանց ու նրանց հետ փոխկապակցված անձանց եկամուտների ձևավորման աղբյուրները և գույքագրումներն ուսումնասիրող ժամանակավոր հանձնաժողով ստեղծելու հարցի վերաբերյալ: Թվարկածիցս ակնհայտ է դառնում, որ ընտրությունների ֆալստարտը պառլամենտում արդեն տրված է:
Սա տևեց մոտավորապես մեկ ժամ: Պատգամավորները քվեարկեցին ու կազմակերպված լքեցին պառլամենտի կամարները: Հաջորդ նիստերին խորհրդարանական պատկերն արդեն «դասական» էր. քննարկամը ներկա էր մի քանի «մշտական» ունեցող պատգամավոր:
Կարող ենք փաստել, որ լուրջ հարցեր հնչեցնելու համար ԱԺ-ն այլևս անպիտան տարածք է: Առջևում ընտրություններն են, անգամ նախընտրական ֆոնին, ԱԺ-ում ոչ միայն քաղաքական նյութ չի խմորվում, այլև անհնար է դառնում փոփոխության մասին մտածելն անգամ:
ԱԺ-ում ընթացող երկրորդ նիստին դահլիճի ընդդիմադիր հատվածն ամբողջությամբ դատարկ էր, այդ իսկ պատճառով իշխանական պատգամավորներն արագ-արագ, ընդամենը մի քանի «դեժուրնի» հարցերով փորձեցին ապահովել «ակտիվ» քննարկումների ֆոնը:
Այս ամենը խոսում են այն մասին, որ ընտրություններից երկու ամիս առաջ բոլոր քաղաքական ուժերն իրենց ռեսուրսներն ամբողջությամբ գեներացրել են թիվ մեկ կառույցում ապագա ունենալու համար:
