Ինչպես են աշխատում ԱԺ պատգամավորները.«Փաստ»

«Փաստ» օրաթերթը գրում է.

«Փաստ» օրաթերթը սկսում է ՀՀ Ազգային ժողովի պատգամավորների՝ խորհրդարանում օրինագծերի քննարկմանը մասնակցելու, կողմ կամ դեմ արտահայտվելու ուսումնասիրությունների շարք հրապարակել՝ ընթերցողի համար տեսանելի դարձնելու, թե իրենց քվեին արժանացած պատգամավորները որքանով են արդարացնում ընտրողների հույսերն ու ակնկալիքները: 

Առաջինը կանդրադառնանք ՀՀԿ–ականներ Լեռնիկ Ալեքսանյանին, Սամվել Ալեքսանյանին, Աշոտ Աղաբաբյանին և ԲՀԿ–ական Արագած Ախոյանին (այբբենական կարգով): Թվարկված անձանցից միայն Լեռնիկ Ալեքսանյանն է, ով իր քառամյա պատգամավորության ընթացքում գոնե մի քանի անգամ որևէ օրենսդրական նախաձեռնությամբ է հանդես եկել: Մնացյալ երեքը, փաստորեն, միայն դեմ կամ կողմ քվեարկելու, այն է՝ «կնոպկա» սեղմելու համար են գնացել աշխատանքի:
Այս չորս պատգամավորներից կարելի է առանձնացնել Աշոտ Աղաբաբյանին, ով այս չորս տարվա մեջ հաջողացրել է 482 անգամ բացակայել նիստերից: Նա ԱԺ–ում քննարկվող օրինագծերին կողմ է քվեարկել 385 և դեմ՝ 4 անգամ, ինչպես նաև ոչ մի անգամ ելույթ չի ունեցել ԱԺ ամբիոնից: Վերջերս թեժ քննարկման առարկա հանդիսացող օրինագծերի քվեարկությանն էլ նույնպես բացակայել է: Դրանցից առանձնացնենք ԱԺ կանոնակարգի, կուսակցությունների մասին, «1000 դրամների օրինագծի» և ընտրական օրենսգրքում փոփոխություններ անցկացնելու քվեարկությունները: Աղաբաբյանն առանձնանում է նաև նրանով, որ իր պաշտոնավարման ընթացքում ոչ միայն չի ավելացրել իր եկամուտները, այլև՝ հաջողացրել է զրոյացնել իր դրամական միջոցները: Այսպես, 2012 թ. նրա դրամական միջոցները կազմել են 150 միլիոն դրամ, իսկ 2015 թ. արդեն նա ոչինչ չի ունեցել (ըստ փաստաթղթերի):

Հանրապետական Սամվել Ալեքսանյանը նախորդ պատգամավորից երկու անգամ քիչ է բացակայել՝ 240 անգամ, 588 օրինագծի դրական է արձագանքել՝ ոչ ասելով միայն երկուսին: Բայց ինչպես և իր նախորդ կուսակիցը՝ ԱԺ հարթակից ելույթ չի ունեցել: Նա կողմ է քվեարկել «1000 դրամների», ընտրական օրենսգրքում կատարվող փոփոխությունների օրինագծերին: Ալեքսանյանի դրամական միջոցները 2015 թ. դրությամբ կազմել են 4 միլիարդ 265 միլիոն դրամ:

Լեռնիկ Ալեքսանյանն առանձնանում է նրանով, որ քվեարկությունների գրեթե 100 տոկոսին էլ ասել է այո: Բավական պարտաճանաչ պատգամավոր է, քանի որ չորս տարվա ընթացքում միայն երկու անգամ է բացակայել: Նա պատգամավոր ընտրվելուց մինչ այսօր Ազգային ժողովում հինգ անգամ հարց է հնչեցրել: Ալեքսանյանը թե՛ պատգամավոր դառնալու ժամանակ, և թե՛ 2015 թ. դրությամբ չունի հայտարարագրած դրամական միջոցներ, իր հայտարարագրում նշված է միայն 11 միլիոն դրամի եկամուտի մասին:

Վերը թվարկված պատգամավորներից միայն ԲՀԿ–ական Արագած Ախոյանը Լեռնիկ Ալեքսանյանի պես գոնե երկու անգամ մոտեցել է ամբիոնին: Նա չի քվեարկել 113 անգամ, կողմ է քվեարկել 468 անգամ, դեմ՝ 21, և բացակայել 260 անգամ: Նշենք, որ վերջինս ձեռնպահ է մնացել մեծ աղմուկ բարձրացրած «1000 դրամների օրինագծին»: Ինչ վերաբերում է իր դրամական միջոցներին, ապա դրանք էական փոփոխություն չեն կրել իր` որպես պատգամավոր աշխատելու տարիներին: Պատգամավոր ընտրվելու տարում նա ուներ 39 միլիոն 964 հազար դրամ, իսկ 2015 թ. տվյալներով՝ 41 միլիոն 738 հազար դրամ:
