Մասնագետներին մենեջերներով փոխարինելը լաբորատորիայի կործանման պատճա՞ռ.«Փաստ»

«Փաստ» օրաթերթը գրում է.

Սննդամթերքի անվտանգության պետական ծառայության հանրապետական անասնաբուժասանիտարական և բուսասանիտարական լաբորատոր ծառայությունների կենտրոն ՊՈԱԿ–ի նախկին փոխտնօրեն Գեորգի Ավետիսյանը լրագրողների հետ հանդիպման ժամանակ ներկայացնելով կառույցի ղեկավարման առանձնահատկությունները նշեց, որ այն ի սկզբանե ղեկավարվել է պատվիրատուի կողմից և ՊՈԱԿ–ի տնօրենը ազատ գործելու հնարավորություն պարզապես չի ունեցել:
«Երբ նորանշանակ վարչապետ Կարեն Կարապետյանը գյուղնախարարին հանձնարարական տվեց քննարկել և որոշել, թե արդյոք իմաստ ունի՞ ՊՈԱԿ–ը թողնել Սննդամթերքի անվտանգության պետական ծառայության ենթակայության տակ, բոլորս ուրախացանք, որովհետև այս հարցում հստակ շահերի բախում կա»,– ասաց Գ. Ավետիսյանը:

Նրա խոսքով՝ ՍԱՊԾ–ն փլուզված կառույց է, քանի որ այն տարիներ շարունակ ղեկավարել են ոլորտի հետ մասնագիտական առումով որևէ առնչություն չունեցող մարդիկ, իսկ 2011–ից մինչ օրս ծառայությունը մշտապես թաքնվել է այս կամ այն մամուլի հաղորդագրության հետևում: ՊՈԱԿ–ի նախկին փոխտնօրենն ասաց նաև, որ իրեն աշխատանքից ազատել են առանց հիմնավորման: Պարզապես տեղեկացրել են, որ ծառայության նորանշանակ պետը չի ցանկանում նրան տեսնել այդ պաշտոնում, ուստի առաջարկել են դիմում գրել և հեռանալ:

«Չի կարելի առանց հիմնավորման աշխատանքից ազատել մասնագետներին, բայց ի զարմանս ինձ, առանց որևէ բացատրության իմ դիմումը մակագրվեց և ազատման հրաման տրվեց: Սակայն օրենքով սահմանված կարգով՝ աշխատողն իրավունք ունի դիմումը ներկայացնելուց հետո եռօրյա ժամկետում հետ վերցնել այն: Հետևաբար, ես հետ եմ կանչել իմ դիմումը և եթե օրենքը գործի, ապա կստացվի, որ ես հիմա ոչ թե որպես ազատվածի կարգավիճակով եմ խոսում, այլ՝ որպես փոխտնօրենի»,– ասաց Գ. Ավետիսյանը:

Նա պատրաստ է ամեն կերպ աջակցել, որ տվյալ լաբորատորիան ՍԱՊԾ կազմից դուրս գա, իսկ լաբորատորիայի մասնագետ ղեկավարներին ոչ մասնագետներով փոխարինելը, նրա կարծիքով, լաբորատորիայի կործանման նշան է: Իսկ եթե որոշում կայացվի նախկին աշխատակիցներին ոչ թե սովորական մենեջերներով, այլ՝ բարձր որակավորում ունեցող մասնագետներով փոխարինել, ապա ինքը ոչ միայն պատրաստ կլինի աշխատել ցանկացած պաշտոնում, այլ նույնիսկ չաշխատելով՝ անվճար խորհրդատվությամբ օգնել:
