Քանի դեռ հարցերը լուծվում են օրենքից դուրս դաշտում, տնտեսության զարգացումը կշարունակի մնալ երազանք. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Տնտեսագետ Վահագն Խաչատրյանի դիտարկմամբ՝ իշխանություններն ավելի շատ են սկսել խոսել արտաքին առևտրի՝ մոտ 22% աճի մասին, սակայն հստակ չէ, թե այն ինչի հաշվին է այդքան աճել:
«Եթե ավելի թափանցիկ ներկայացվի, թե որ կազմակերպությունների արդյունավետ աշխատանքի հաշվին է նման ցուցանիշներ արձանագրվել, ապա թե՛ կասկածները կփարատվեն և թե՛ թվերի հանդեպ ունեցած թերահավատության զգացումը կմեղմվի»,– ասաց Վ. Խաչատրյանը:
Նա հակագիտական և հակատնտեսական է որակում բոլոր այն մոտեցումները, որոնք մենաշնորհների գոյությունը արդարացնում են շուկայի փոքր լինելով: Ու չնայած դրան աշխարհում կան երկրներ, ուր կառավարություններն իրենց երկրների տնտեսությունը կառուցում են նման արատավոր երևույթի հիման վրա, բայց այդ ճանապարհով երկարաժամկետ առումով առաջ շարժվել հնարավոր չէ: Փորձը ցույց է տալիս, որ այն հիմնականում կործանարար ազդեցություն է ունենում երկրի տնտեսության համար: Տնտեսագետի դիտարկմամբ այդպիսի երկրներից են Ռուսաստանը, Մոլդովան, Աֆրիկյան մի շարք երկրներ և այլն: Ցավոք, այդ ցանկից զերծ մնալ չի կաջողվել նաև Հայաստանին:
«Դա այն է, ինչ մենք այսօր տեսնում ենք: Ամեն ինչ միանգամից քանդվեց: Եվ եթե այս պայմաններում մեկը ցանկանա երկրում զարգացում ապահովել, չի կարողանա, քանի որ մարդկանց ապրելու տրամաբանությունը օրենքից դուրս տիրույթում է գտնվում: Եվ այսօր քաղաքացուն ավելի ձեռնտու է օրենքից դուրս դաշտում իր հարցերը լուծել, քան օրենքի դաշտում: Ի դեպ, դա բոլորովին պայմանավորված չէ օրենքների լավ կամ վատ լինելով, այլ՝ խնդիրը եղած օրենքները կիրառելու մեջ է»,– ասաց Վ. Խաչատրյանը:
Տնտեսության զարգացում, ներդրումներ և երկիրը զարգացնելու ցանկացած լուսավոր հեռանկար Հայաստանում չի կարող կենսունակ լինել: Դրան չի կարող օգնել անգամ նոր հարկային օրենսգիրքը, համոզված է Վահագն Խաչատրյանը, քանի որ նոր օրենքով ո՛չ եկամտային և ո՛չ էլ այլ հարկատեսակների մասով հարկային բեռի թեթևացում չի նախատեսվում:
«Տնտեսությունը զարգացնելու համար կարելի էր հարկման տոկոսադրույքը նվազեցնել, ինչը կմեծացներ սպիտակ դաշտում աշխատելու ցանկությունը: Դրա փոխարեն մեզ ասում են պրոգրեսիվ հարկատեսակ ենք ներդնում, մի քիչ էլ պոպուլիստական երանգավորում ենք տալիս, ասելով՝ ով որ շատ է աշխատավարձ ստանում, թող շատ վճարի: Դա կրկին անհասկանալի մոտեցում է, որի արդյունքում նորից նույն պատկերն է ստացվելու, մարդիկ խուսափելու են սպիտակ դաշտում աշխատել: Բայց եթե իրականում կառավարությունը ցանկություն ունի մեր երկրում ներդրումային միջավայր ապահովել, առաջին հերթին պետք է ամեն ինչ անի, որ հարկային բեռը թեթև լինի»,– ասաց Վ. Խաչատրյանը:
