Գոհար Իսկանդարյան. «Վիգեն Սարգսյանի այցը Իրան Ադրբեջանին դուր չի եկել». «Փաստ»

«Փաստի» զրուցակիցն է իրանագետ Գոհար Իսկանդարյանը

ԻԻՀ պաշտպանության և զինված ուժերի աջակցման նախարար Հոսեյն Դեհղանի հրավերով պաշտպանության նախարար Վիգեն Սարգսյանի գլխավորած պատվիրակությունը հունվարի 30–ին պաշտոնական այցով մեկնել էր ԻԻՀ: Նույն օրը ադրբեջանական կայքերից մեկում այս այցի վերաբերյալ տեղադրվել էր մի նկար, որի վրա Հայաստանի և Իրանի դրոշներով դաստակների ձեռքսեղմումից արյուն է հոսում:

– Հայաստան–Իրան հարաբերությունների սերտացումը ի՞նչ վտանգներով է հղի Ադրբեջանի համար, և Վիգեն Սարգսյանի այցը Իրան մեզ համար որքանո՞վ էր կարևոր:

– Ադրբեջանում կարող է այնքա՜ն բան դնեն, ինչն իրենց քարոզչամեքենայի ու իրենց տեսակետից ճիշտ է: Հիմա մենք պետք է անդրադառնանք մեր խնդիրներին: Պետք է կարևորենք, որ 2010 թ. հետո նման այց տեղի չէր ունեցել: Բնականաբար, այնտեղ կքննարկվեն մի շարք գործառույթներ, որոնցով կկարևորվեն ռազմական ուժերի համագործակցությունը: Գիտեմ, որ Վիգեն Սարգսյանը հանդիպման ընթացքում պիտի այցելեր նաև ռազմավարական որոշակի ինստիտուտներ, տեսներ, թե ինչպիսի մոտեցումներ կան տարբեր տեսակի հարցերին: Հենց սա է մտահոգում Ադրբեջանին, դրա համար էլ նա այդպիսի մեծ աղմուկ է բարձրացրել: Թեպետ պետք է ասեմ, որ սա իսկապես կարևոր այցերից մեկն էր, ինչը վաղուց սպասված էր: Նախարար Հոսեյն Դեհղանին հայտարարել էր, որ Ղարաբաղի հարցի լուծման շրջանակներում տարածաշրջանային խնդիրները պետք է լուծել բացառապես խաղաղ ճանապարհով՝ երկխոսությունների և բանակցությունների միջոցով՝ բացառելով տարածաշրջանային խնդիրների լուծումը ուժի դիմելու տարբերակով: Վերջինս փաստել էր, որ ԻԻՀ–ն տարածաշրջանային խնդիրների լուծման համար որևէ ջանք չի խնայելու: Նրանք բացառում են պատերազմական գործողություններով հարցի լուծումը, և դա շատ կարևոր մեսիջ էր, ինչը բնականաբար դուր չի եկել Ադրբեջանի Հանրապետությանը: Այս ամենը ստիպում է Ադրբեջանին ավելի կառուցողական մոտեցում ցուցաբերել Հայաստանի հետ բանակցությունների շրջանակում: Այստեղից էլ ծագում են նրա ագրեսիվ դրսևորումները, մասնավորապես այդպիսի կոշտ մեսիջների՝ իրենց կայքում դրված նկարների տեսքով: Այս ամենը Վիգեն Սարգսյանի՝ Իրան կատարված այցից է բխում:

– Մոտ ապայագում հավանակա՞ն է Դեհղանի պատասխան այցելությունը Հայաստան:

– Իհարկե: Վիգեն Սարգսյանը լինելով ԻԻՀ–ում, բնականաբար, Դեհղանին Հայաստան այցելելու հրավեր է հղելու: Թե դա երբ տեղի կունենա, մենք դա չենք կարող ասել: Առաջիկայում Իրանում կլինեն նախագահական ընտրություններ: Դրանք շատ մոտ են, չեմ կարծում, որ մոտ ապագայում կլինի փոխադարձ այցելություն:
