Ղարաբաղի ոստիկանները Ասյա Խաչատրյանին. Օրենք Հայաստանում կպահանջես

Հայաստանի քաղաքացի Ասյա Խաչատրյանը 2018 թվականի սկզբից աշխատում և ապրում էր Ստեփանակերտում։ Փետրվարի 1-ին, երբ նա ուշ երեկոյան զբոսնում էր քաղաքով, նրան են մոտենում երեք ոստիկաններ, ինչից հետո Ասյան ընկնում է պետական մարմինների աշխատակիցների ֆիզիկական և հոգեբանական ճնշման տակ։ Նրան առանց բացատրության մի քանի անգամ բերման են ենթարկում ոստիկանություն, որտեղ ապտակում են, հայհոյում և սպառնում։ Այդ ընթացքում ոստիկանների կողմից ծեծի է ենթարկվում նաև Ասյաի ընկերուհին, որը նրա հետ կիսում էր Ստեփանակերտի բնակարանը։

Երբ Ասյան բացատրություն է պահանջում, նրան ասում են, որ Ղարաբաղում կինը չպետք է փողոցում ծխի կամ մազերը կապույտ ներկի, իսկ օրենք՝ թող գնա և Հայաստանում պահանջի։ Իր Ստեփանակերտի բնակարան են այցելում քաղաքացիական հագուստով անձինք և, չներկայացնելով որևէ փաստաթուղթ և անտեսելով դիմադրությունը, ներխուժում և խուզարկում են սենյակները։

Տեղի օմբուդսմեն Ռուբեն Մելիքյանը առաջարկում է հարցը լուծել «ներքին կարգով», չդիմելով քննչական և դատական ատյաններ և լրատվամիջոցներին, քանի որ «պետք է հասկանալ՝ Արցախի հարց է»։ Մարդու իրավունքների պաշտպանը նշված պայմանները ապահովելու դեպքում խոստանում է խոսել ոստիկանների հետ և բացատրել, որ «Հայաստանից հյուրերի հետ այդպես վարվել չի կարելի»։ Հայաստանի օմբուդսմենի գրասենյակից չեն պատասխանում։

Վերադառնալով Երևան՝ Ասյան դիմում է Դատախազություն, ինչից հետո իրենց տուն են այցելում տեղամասի ոստիկանները և փոխանցում, որ նա առանց ծանուցման պետք է ներկայանա 6-րդ վարչություն՝ քննիչ Դավիթի մոտ։
