Արմեն Սարգսյանի երդմնակալության օրն ու վայրը հայտնի են

Ազգային ժողովի խորհուրդն իր հերթական նիստում հաստատել է հանրապետության նախագահի պաշտոնի ստանձնմանը նվիրված հատուկ նիստի կարգը: Համաձայն այդ կարգի՝ ապրիլի 9-ի Ազգային ժողովի հատուկ նիստը կգումարվի Կարեն Դեմիրճյանի անվան մարզահամերգային համալիրում՝ ժամը 12:00-ին: Ազգային ժողովի պատգամավորների գրանցման կարգը սահմանելու և գրանցումը կազմակերպելու է Ազգային ժողովի հաշվիչ հանձնախումբը:

Նիստին հրավիրվող անձանց ցանկը հաստատելու է Ազգային ժողովի նախագահը:

Ըստ կարգի՝ նիստը նախագահողի բացման խոսքից հետո դահլիճ են բերվելու Հայաստանի Հանրապետության պետական դրոշը, նախագահական իշխանության խորհրդանշանը, Սահմանադրության մայր օրինակը և Վեհամոր Ավետարանը:

Հանրապետության նորընտիր նախագահը, ձեռքը դնելով Սահմանադրության մայր օրինակին և Վեհամոր Ավետարանին, երդմամբ է հանդես գալու, ապա՝ ելույթով: Ամենայն Հայոց Կաթողիկոսը ևս ելույթով է հանդես գալու:

Ելույթների ավարտից հետո դահլիճից դուրս են բերվելու Հայաստանի Հանրապետության պետական դրոշը, նախագահական իշխանության խորհրդանշանը, Սահմանադրության մայր օրինակը և Վեհամոր Ավետարանը, որից հետո նախագահողը նիստը հայտարարելու է փակված:

Ըստ ԱԺ կանոնակարգ-օրենքի՝ հանրապետության նախագահը պաշտոնը ստանձնում է Ազգային ժողովի հատուկ նիստում, որը հերթական ընտրության դեպքում գումարվում է հանրապետության նախորդ նախագահի լիազորությունների ավարտման օրը (Սերժ Սարգսյանի պաշտոնավարման օրը լրանում է ապրիլի 9-ին, հեղ.): Նիստի գումարման օրը և ժամը հայտարարում է Ազգային ժողովի նախագահը, իսկ նիստի անցկացման կարգը սահմանվում է Ազգային ժողովի նախագահի առաջարկությամբ՝ Խորհրդի որոշմամբ:

Հիշեցնենք, որ իշխող ՀՀԿ-ի և վերջինիս կոալիցիոն գործընկեր ՀՅԴ-ի առաջադրած նախագահի թեկնածու Արմեն Սարգսյանի ընտրությունը խորհրդարանում կայացել է մարտի 2-ին. ԱԺ 105 պատգամավորներից քվեարկությանը մասնակցել է 101-ը, ձայները բաշխվել են այսպես՝ 90 կողմ, 10 դեմ և 1 անվավեր քվեաթերթիկ:

Եւ չնայած ըստ Սահմանադրության՝ հանրապետության նախագահը պետք է լինի առնվազն վեց տարվա ՀՀ քաղաքացիություն ունեցող և ՀՀ-ում մշտապես բնակվող անձ, Սարգսյանը մինչ օրս չի հրապարակել փաստաթղթեր, որոնք կապացուցեն իր՝ 6 տարվա ՀՀ քաղաքացիություն ոնենալու և ՀՀ-ում բնակվելու հանգամանքները: Այս մասին կարող եք կարդալ «Հետք»-ի ավելի վաղ հրապարակումներում:
