Բաղդասարյանի փեսան՝ սկանդալի կիզակետում...

Հայաստանում գոյություն ունեցող ստվերի մասին գրվում ու խոսվում է անդադար: Այն մասին, որ ստվերը մեր երկրի հիմնական գերխնդիրներից մեկն է, գիտեն անգամ մանկահասակ երեխաները. տասնամյակներ ի վեր պետությանն այդպես էլ չի հաջողվում այնպիսի միջավայր ձևավորել, որը ոչ թե կնպաստեր, այլ կբացառեր ստվերն՝ առհասարակ:

Բայց մինչ իշխանությունները գրեթե երբեք առիթը բաց չեն թողնում՝ նույն մասնավորին կոչ անելու, թե հարկավոր է ասենք՝ զերծ մնալ սեփական աշխատակիցներին հարկայինից թաքցնելու արատավոր պրակտիկայից՝ ձևանալով իբրև ազնվության ու արդարության իսկական ջատագովներ, բանից պարզվում է՝ նմանօրինակ լրջագույն խնդիրներ կան հենց պետական որոշ օղակներում.

մամուլում տեղ են գտել հիմնավորված տեղեկություններ այն մասին, որ, մասնավորապես, Աջափնյակի թաղապետարանի ղեկավարությունն, ելնելով ինչ-ինչ հանգամանքներից, տևական ժամանակ թաքցրել է առևտրի, սպասարկումների և գովազդի բաժնի պետ Գարրի Սարգսյանին, ինչի պատճառով էլ, ըստ էության, քաղաքապետարանի պաշտոնական կայքէջում, որտեղ տեղադրված է Աջափնյակ վարչական շրջանի աշխատակազմի վերաբերյալ տեղեկությունը, առհասարակ բացակայում է առևտրի, սպասարկումների և գովազդի բաժինը։

Թե հատկապես ինչու են թաքցրել բավական լուրջ պաշտոն զբաղեցնող Սարգսյանին, իհարկե, շրջանառվող ենթադրությունները շատ են, բայց որ սույն երևույթին որևիցե արդարացում լինել չի կարող, անկասկած է: Ասել, թե նմանօրինակ դեպքերը պետական օղակներում հաճախ հանդիպող երևույթներից են, անկասկած, չափազանցություն կլիներ, բայց համարել Արտավազդ Սարգսյանի կողմից ղեկավարվող պետական օղակում ֆիքսված այս երևույթը բացառիկ, ևս որևիցե կերպ, ըստ էության, չի կարելի. սա, թերևս, վկայում է շատ կոնկրետ ու ոչ այնքան ճիշտ տրամաբանության մասին, որ տիրում է ոչ միայն Աջափնյակի թաղապետարանում, այլև պետական կառավարման ամբողջ համակարգում:

Ի դեպ՝ ամենևին էլ ավելորդ չէր լինի նշել, որ Սարգսյանը ԱԺ ՀՀԿ խմբակցության ղեկավար Վահրամ Բաղդասարյանի փեսան է, ու հաշվի առնելով այս՝ ոչ այնքան անկարևոր իրողությունը՝ այնքան էլ դժվար չէ կռահել, թե իրականում ինչ կարող է ընկած լինել Սարգսյանի կամայականության հիմքում. չի բացառվում, որ այդ ամենի հիմքում ընկած լինի հաջողակ փեսայի ավելորդ ինքնավստահությունն՝ ասենք ազդեցիկ աներ ունենալու փաստից ներշնչված, ու սա որոշած լինի, որ բացառության կարգով կարելի է և սեփական դուքանի վերածել Աջափնյակի թաղապետարանը:

Իհարկե, միգուցե ոմանք կարող են մեր գնահատականներում ավելորդ խստություն նշմարել կամ հնչած գնահատականը համարել մի փոքր չափազանցված, այստեղ հարցը, սակայն, կայանում է ոչ այնքան երևույթի, որքան չինովնիկական մտածելակերպի մեջ. պետական գերատեսչությունները վաղուց են վերածվել սրա-նրա անձնական օբյեկտի, ու ով ինչպես ցանկանում, այնպես էլ վարվում է իրեն վստահված օղակի հետ. կուզեն կգրանցեն, կուզեն՝ ոչ, կուզեն սպիտակով կաշխատեն, կուզեն՝ սևով. ո՞վ կարող է ինչ ասել…
