Կեղծ նամակով շահած տենդերի թեման արդեն հայտնվել է ռուսական մամուլում

Սևակ Ասլանյանը ֆեյսբուքյան իր էջում գրում է.

Օրերս ռուսական մամուլն անգամ անդրադարձել է այն թեմային, թե ինչպես էին Հայաստանում կեղծ փաստաթղթի հիման վրա որոշ անձինք իրենց ցանկալի հունով ուղղորդել տենդերի շահելու գործընթացը։ Ռուսական մամուլի անդրադարձը այս թեմային պատահական չէր, քանի որ այդ խայտառակ պատմությունը տեղի է ունեցել ՀՀ-ում տեղակայված ռուսական սահմանապահ զորքերում։
Իսկ ամեն ինչ եղել է այսպես։ Սույն թվականի փետրվարի 16-ին հայ-բելոռուսական ԱՐ-Բե ընկերությունը հայտ է ներկայացրել մասնակցելու в/ч 2089 ռուսական զորամասին կարագ մատակարարելու տենդերին՝ մեկ կիլոգրամ կարագի համար առաջարկելով 3390 դրամ գինը։ Ընդհանուր 40 տոննա կարագի համար գինը կազմել է 135 միլիոն 600 հազար դրամ։
Տենդերի մրցույթի հաղթղոը պետք է որոշվեր փետրվարի 19-ին, սակայն դրանից մեկ օր առաջ որոշ անձինք Ար-Բե ընկերության անունից կեղծ նամակ են ուղարկում տենդերի մրցույթով զբաղվող իրավասու անձնաց, որտեղ գրված է լինում, որ Ար-Բե ընկերությունը իբր բաբձրացրել է իր առաջարկած գինը՝ 3390 դրամից դարձնելով 5325 դրամ։ 40 տոննա կարագի գինը այսպիսով դարձել է 213 միլիոն դրամ։
Այս ամենի արդյունքում փետրվարի 19-ին հաղթող է ճանաչվել բոլորովին այլ ընկերություն, որը 40 տոննա կարագի համար առաջարկել է 211 միլիոն դրամ։ Այսպիսով կեղծ նամակը որոշիչ է դարձել տենեդրի հաղթողին որոշելու գործընթացում։
ՀՀ-ում տեղակայված ռուսական սահմանապահ զորքերի հրամանատարը գեներալ Ալեքսանդր Միխեևն է, որը, չնայած այն հանգամանքին, որ այդ ժամանակ գտնվել է արձակուրդում, ամեն կերպ հետամուտ է եղել տեդերի հաղթողին որոշելու գործընթացին, ինչի արդյուքնւմ էլ առաջացել է ողջ այս պատմությունը։
Ար-Բե ընկերությունը, որի հիմանդիրներն են «Մուլտի գրուպ» կոնցեռնը և բելոռուսական պետական մարմինները, վերջիններիս հորդորով արդեն դիմել է հայաստանյան պատկան մարմիններին՝ խնդիրը ուսումնասիրելու համար։ Ինչպես արդեն վերևում նշեցինք, հարցին արդեն անդրադարձել է անգամ ռուսական մամուլը։ Ար-Բե ընկերությունը հետևողական է լինելու այս հարցում, և հարցը լուծում չստանալու դեպքում պատրաստ է դիմել անգամ Ռուսաստանի Դաշնության Կառավարությանը, որպեսզի մեղավոր անձինք խստագույնս պատժվեն։
Հ․Գ․ Ի դեպ, ՀՀ-ում տեղակայված ռուսական սահմանապահ զորքերում վաղուց բոլոր տենդերներն են իրականացվում նմանատիպ մութ մեխանիզմներով, ինչի արդյունքում դրանք մշտապես շահում են շուկայականից կրկնակի-եռակի թանկ գին առաջարկող ընկերությունները։
