«Մասրիկ 1»–ի կառուցումը լուրջ տեխնոլոգիաներ ու փորձառություն կբերի Հայաստան. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Մոտ մեկ տարի առաջ՝ ապրիլի 28–ին հայտարարվեց Հայաստանում առաջին արդյունաբերական մասշտաբի «Մասրիկ 1» արևային ֆոտովոլտային կայանի կառուցման միջազգային մրցույթի մասին: «Փաստ»–ը Վերականգնվող էներգետիկայի և էներգախնայողութան հիմնադրամի արևային ծրագրի ղեկավար Ռուբեն Գևորգյանից հետաքրքրվեց կայանի գործարկման հետ կապված գործընթացներից:

Գևորգյանի խոսքով՝ այժմ ողջ ներուժը դրված է միայն դրա վրա: Կառուցման ժամկետները պետք է որոշի ներդրող ընկերությունը, որը լիցենզիա ստանալու օրվանից հետո երկու տարի ժամանակ կունենա կառուցելու համար:

«Հիմա ներդրողների մրցույթի գլխավոր փուլում ենք: Նախաորակավորումն արդեն անցել ենք, հիմնական փուլին մասնակցում են 10 նախաորակավորում անցած ընկերություններ և կոնսորցիումներ: Իրենց հրավերներն արդեն ուղարկված են, հայտերի վերջնաժամկետն էլ մարտի 21–ն է:

Մրցույթի հիմքում դրված չափորոշիչներով Հայաստանում նման կայան կառուցած որևէ ընկերություն չկա: Սա մեզ համար ինովացիա է, դրա համար բոլորը միջազգային հայտնի ընկերություններ են՝ լուրջ փորձառությամբ, որոնք ոչ միայն կայան կարող են կառուցել: Մենք լուրջ տեխնոլոգիաներ և փորձառություն Հայաստան ներգրավելու խնդիր ենք լուծում»,– նշեց նա:

Գևորգյանի խոսքով՝ վերջին փուլից հետո ընկերությունը պետք է լիցենզիայի համար դիմի, կառավարության աջակցության պայմանագիրը ստորագրի, ցանցի հետ էլեկտրաէներգիայի առքուվաճառքի պայմանագիր ստորագրի, համայնքից հող ստանա: Ֆինանսավորումն ու բոլոր փաստաթղթերն իր ձեռքին լինելու դեպքում ընկերությունը իրավունք կստանա սկսել շինարարական գործընթացը:

Մրցույթում հաղթողի միակ չափորոշիչը ցածր սակագինն է լինելու: Այն ընկերությունը, ով ամենացածր սակագինը կառաջարկի, նա էլ հաղթող կճանաչվի: Սա պարզ, թափանցիկ մրցույթ է մեկ չափորոշիչով, որովհետև ընկերություններն արդեն նախաորակումն անցել էին և պետության համար որևէ տարբերություն չկա, թե ով կհաղթի: Ամենակարևորը ամենացածր սակագին ունենալն է:

Գևորգյանի տեղեկացմամբ՝ տարեկան նախատեսվում է արտադրել 90 միլիոն կիլովատտ ժամ էլեկտրաէներգիա, իսկ կայանի դրվածքային հզորությունը կլինի մինչև 55 ՄՎատտ: Հարցին, թե դա ամբողջ Հայաստանում արտադրվող էլեկտրաէներգիայի որքան մասն է կազմելու, պատասխանեց, որ ընդհանուր ծավալային տեսանկյունից փոքր տոկոս է զբաղեցնելու, բայց սա արդյունաբերական մասշտաբի առաջին արևային կայանն է լինելու:

«Նմանատիպ փորձառությունը և՛ կառավարության, և՛ շուկայի համար մեծ նշանակություն ունի, որպեսզի հետագայում նմանատիպ ծրագրեր ավելի շատ լինեն: Այստեղ ոչ թե մի կայանով էներգետիկ ոլորտում հարց ենք լուծելու, այլ՝ քաղաքականության մշակման ոլորտի զարգացման հարց ենք լուծում: Արտադրության խնդիր Հայաստանն այսօր, փառք Աստծո, չունի: Մենք որևէ պակասորդ չունենք: Զուտ որակական շուկայի ոլորտի զարգացման հարցեր ենք լուծում, այլընտրանքային էներգետիկան ենք զարգացնում, կայունությունն ենք ապահովում»,– նշեց մեր զրուցակիցը:
