Ինչպես են աշխատում ԱԺ պատգամավորները. «Փաստ»

«Փաստ» օրաթերթը գրում է.

«Փաստն» այսօր կանդրադառնա ԲՀԿ–ական Արշակ Մխիթարյանի (Բրիլիանտի Արշակ), ՀՀԿ–ականներ Վահրամ Մկրտչյանի, Մնացական Մնացականյանի և Առաքել Մովսիսյանի(Շմայս) պատգամավորական գործունեությանը:
«Բարգավաճ Հայաստան» կուսակցության անդամ Արշակ Մխիթարյանի՝ պատգամավոր դառնալուց հետո ԱԺ–ում կատարած քվեարկություները հետևյալ պատկերն ունեն. նա հօգուտ օրենսդրական նախաձեռնությունների քվեարկել է 490 անգամ, իսկ դեմ՝ 35: Ձեռնպահ է մնացել 85 անգամ, իսկ 183 անգամ էլ ընդհանրապես չի քվեարկել: Ըստ www.parliamentmonitoring.am կայքի՝ Մխիթարյանը բավական մեծ թվով բացակայություններ ունի՝ ԱԺ նիստերն առանց իր մասնակցության են անցել ավելի քան 170 անգամ: «Բարգավաճ Հայաստան» խմբակցության պատգամավորը անցած 4,5 տարիների ընթացքում միայն 5 անգամ է հարց հնչեցրել և 1 անգամ էլ ելույթ ունեցել: Վերջինս որևէ օրենսդրական նախաձեռնության ստեղծմանը չի մասնակցել: Նրա դրամական միջոցները 2015 թ. դրությամբ կազմել են 729 միլիոն 625 հազար դրամ: Արշակ Մխիթարյանը Բրիլիանտի Արշակ մականունը ստացել է, քանի որ ոսկու և ադամանդի բիզնեսներ ունի:
«Հանրապետական» կուսակցության անդամներ Վահրամ Մկրտչյանից, Առաքել Մովիսյանից և Մնացական Մնացականյանից ամենից շատ կողմ քվեարկած պատգամավորը վերջինն է, ով կողմ է քվեարկել 923 անգամ, իսկ Մկրտչյանն ու Մովսիսյանը կողմ են քվեարկել՝ համապատասխանաբար 622 և 769 անգամ: Հանրապետականները երբևէ աչքի չեն ընկնում ԱԺ–ում քվեարկության դրված նախաձեռնություններին դեմ քվեարկելու ակտիվությամբ: Այդպիսիք են նաև այս համարում տեղ գտած պատգամավորները: Նրանք պատգամավորական մանդատը ստանձնելուց հետ միայն 3–10 անգամ են դեմ քվեարկել: Վահրամ Մկրտչյանն ու Մնացական Մնացականյանը այնքան էլ շատ չեն բացակայել՝ ընդամենը 14–23 անգամ: Ի դեպ Մկրտչյանը 57 անգամ հարցուպատասխանի է մասնակցել և 11 ելույթ ունեցել: Իսկ Մնացականյանը միայն երեք անգամ հարց է հնչեցրել:
Այս երկուսի համեմատ իրենց երրորդ կուսակիցը՝ Շմայսը, ով որևէ նախաձեռնություն, հարց և ելույթներ չունի, 126 նիստ է բաց թողել: Ըստ իր 2015 թ. հայտարարագրի՝ նաև դրամական միջոցներ չունի: Առաքել Մովսիսյանը հայտնի է իր ոչ «բարվոք» խոսելաոճով՝ մամուլում պարբերաբար հրապարակումներ են լինում լրագրողներին ուղղված հայհոյախառն արտահայտություններ պարունակող պատասխանների վերաբերյալ:
Ի տարբերություն վերջինի՝ Վահրամ Մկրտչյանը երկու օրենսդրական նախաձեռնության համահեղինակ է՝ պետաիրավական ոլորտների վերաբերյալ: Մի ուշագրավ փաստ, պատգամավոր դառնալու ժամանակ՝ 2012թ. Մկրտչյանը ոչ դրամական միջոցներ է ունեցել, ոչ էլ՝ եկամուտներ: Իսկ այ արդեն 2015 թ. նա հայտարարագրել է 128 միլիոն 375 հազար դրամ և 7 միլիոն դրամից ավելի եկամուտ:
ԱԺ քվեարկությունների 95 տոկոսից ավելիին կողմ քվեարկած Մնացական Մնացականյանը նույնպես նախաձեռնություններ ստեղծելու աշխատանքների է մասնակցել: Նա թվով 9–ը օրենսդրական նախաձեռնության համահեղինակ է՝ հարկային, բյուջետային և առողջապահական ոլորտների վերաբերյալ: 2015 թ. հայտարարագրել է 50 միլիոն 870 հազար դրամ:
