Տնտեսական ապրանքների որակի վերահսկողության հարցը բավականին բացեր ունի. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Ինչպես արդեն «Փաստը» տեղեկացրել է՝ «Սուրմալու» տոնավաճառում ՊԵԿ հսկողական միջոցառումների շրջանակում հարկային դաշտը շրջանցելու փորձ է բացահայտվել: Կանխվել է տարբեր տնտեսական ապրանքների, մասնավորապես լվացքի կեղծված փոշու իրացման փորձ: Ընդ որում, հայտնաբերված 168 տուփի վրա փակցված են եղել «Արիել» ապրանքանիշի ներկրմամբ զբաղվող ՍՊԸ–ի անվամբ հայաֆիկացման պիտակներ, ինչպես նաև տարբեր ընկերություններին պատկանող դրոշմապիտակներ: «Taxstamp» ծրագրով իրականացված ստուգմամբ պարզվել է, որ դրանք իրականում նախատեսված են այլ ապրանքատեսակների համար, դրանք ներկրող ընկերությունները հայտարարել են, որ երբևէ դրոշմապիտակներ չեն օտարել և չեն տրամադրել այլ անձանց: Ձեռնարկված միջոցառումներով Երևանի Շիրակի փողոցի բնակչի տան բակում հայտնաբերվել է շուրջ 1,5 միլիոն դրամի տնտեսական ապրանք, այդ թվում՝ անհայտ ծագմամբ լվացքի փոշի: Ըստ քաղաքացու գրավոր հայտարարության, լվացքի փոշին նա ձեռք է բերել Գեղարքունիքի մարզում, ինչպես նաև Երևանում` տարբեր խանութներից:

«Փաստը» Շուկայի վերահսկողության տեսչական մարմնի (ՇՎՏՄ) պետի տեղակալ Արման Ավետիսյանից փորձեց պարզել, թե ինչպես կարող է շուկայում վաճառվել անհայտ ծագման լվացքի փոշի, երբ նոր օրենքով վաճառողն առանց ապրանքի որակի հավաստագիր ունենալու պետք է որ չկարողանա վաճառք իրականացնել:

Ա. Ավետիսյանն ասաց, որ տեսչական մարմինն ընդամենը ստուգում է մակնշման և հավաստագրի առկայությունը, իսկ ստուգումներ իրականացնում են հարկային մարմնի կողմից փոխանցված տվյալների համաձայն:

«Մենք «Սուրմալու» կամ այլ տոնավաճառում ստուգումներ չենք իրականացնում, այլ ուսումնասիրություն ենք կատարում կոնկրետ տնտեսվարողի մոտ, որը կարող է տարբեր վաճառակետերում լինել: Եվ եթե կոնկրետ ապրանքատեսակի մասով դիմում–բողոք կամ վարչապետի հանձնարարական չենք ունենում, մենք ուսումնասիրություններն իրականացնում ենք մեր աշխատանքային ռիթմին համահունչ՝ նախօրոք հաստատված տարեկան ծրագրի շրջանակներում»,– ասաց Ա. Ավետիսյանը:

Նա թեև չբացառեց, սակայն քիչ հավանական համարեց, որ նույն ընկերությունն ինքն իր ապրանքանիշի կեղծմամբ կարող է զբաղվել: Ա. Ավետիսյանը նաև նշեց, որ ՇՎՏՄ–ն ապրանքի որակական հատկանիշները ստուգելու համար կրկնակի փորձաքննություն իրականացնելու իրավասություն չունի:

«Կարելի է ասել, որ դա օրենսդրական բաց է: Այսօր Հայաստանի Հանրապետությունում չկա սպառողների իրավունքների պաշտպանության կոնկրետ մարմին, որը զբաղվի դրանով: Նախկինում նման մարմին եղել է»,– ասաց Ա. Ավետիսյանը:

Փաստորեն ժամանակին գործող պետական ստանդարտների հիմնարկությունը ներկայում մասնատվել է, և դրա արդյունքում տարբեր տեսչություններ են ձևավորվել, բայց փաստորեն ստուգել, թե տվյալ տնտեսական ապրանքների որակական հատկանիշները համապատասխանում է ներկայացվող հավաստագրում նշված չափանիշներին, թե ոչ՝ հնարավոր չէ:

«Միանշանակ խոսքը վերաբերում է սպառողների իրավունքներին, բայց մենք ստուգումների ժամանակ ստուգում ենք ընդամենը հավաստագրերի և մակնշման առկայությունը: Այսօր մենք այդքանով ենք շուկան վերահսկում»,– ասաց ՇՎՏՄ պետի տեղակալը:
