Լավրենտի Միրզոյան. «Լեզվական քաղաքականության պետական ծրագիր չունենք». «Փաստ»

«Փաստ» օրաթերթը գրում է.

ՀՀ Կրթության և գիտության նախարարության լեզվի պետական տեսչությունը կվերակազմակերպվի պետական կոմիտեի կամ կստեղծվի պետական կոմիտե: Լեզվի պետական տեսչության նախկին պետ, լեզվաբան Լավրենտի Միրզոյանը թեև խնդիրներ է տեսնում, բայց քայլն առաջընթաց է համարում:

Հիշեց՝ երբ տեսչության պետ էր, բաց նամակով դիմել էր ՀՀ նախագահին, վարչապետին, ԿԳՆ նախարարին:

«Նշել էր, որ լեզվի պետական տեսչությունն այս կարգավիճակով չի կարող գործել՝ օրենքի բացեր կան: Ինձ ցանկանում էին նկատողություն տալ. ի՞նչ իրավունք ունես, որ լեզվի տեսչության կարգավիճակի համար դիմում ես նախագահին: 2007 թ. մասին է խոսքը: Ես տարիներ շարունակ պայքարում էի, որ լեզվի պետական տեսչության կարգավիճակը փոխվի:

Բայց խնդիրներ կան: Մասնավորապես՝ չգիտենք, թե ինչո՞վ պետք է զբաղվի տեսչությունը, որը կոմիտեի պետք է վերածվի: Տեսչության կարգավիճակով իրավունք ուներ տեսչական ստուգումներ կազմակերպել, ակտ–արձանագրություններ կազմել, պայքարել օտարագիր ցուցանակների դեմ: Հիմա կոմիտեի կարգավիճակում պետք է պետական քաղաքականություն իրականացնի, բայց դեռ հստակ չէ, թե ո՞վ է իրականացնելու տեսչական գործառույթները: Այլ խնդիրներ էլ կան, որոնցով պետք է զբաղվել: Օրինակ՝ նախկինում մենք ոչ հայախոսների ծրագիր ունեինք: Մարդիկ, ովքեր ՀՀ–ից արտագաղթել էին ու հետ վերադարձել, մայրենիին չէին տիրապետում: Պետությունը ծրագիր ուներ և անվճար ուսուցում էր կազմակերպում»,–«Փաստ»–ի հետ զրույցում ասաց լեզվաբանը:

Նրա խոսքով՝ կոմիտեն չպետք է միայն ցուցանակների հսկողությամբ զբաղվի. «Լեզվի պետական կոմիտեն հայապահպանության, լեզվական քաղաքականության, տերմինաշինության և այլ հարցերով պետք է զբաղվի: Բացի այդ՝ պետք է վերահսկի եթերի, գրահրատարակչության, պետական պաշտոնատար այրերի լեզուն: Տերմինաբանական կոմիտեն 1956–2002 թթ. եղել է կառավարությանն առընթեր պետական մարմին: Հիմա ո՞վ է զբաղվում նոր տերմինների հարցով: Ոչ ոք: Ով պատահի՝ նոր բառեր է ստեղծում ու դնում շրջանառության մեջ: Լինում են պահեր, երբ մեր լեզուն զավեշտի են վերածում»:

Լավրենտի Միրզոյանը կարևորեց նաև լրատվամիջոցների ու լեզվաբանների համագործակցությունը. «Ժուռնալիստների միությունը ևս խնդիր ունի: Եթերի լեզուն լավը չէ, ուրեմն ամեն մեկն իր գործառույթը պետք է իրականացնի: Իհարկե, առաջնահերթ խնդիրը ստեղծվելիք կոմիտեինն է: Շատ կոմիտեներ այս կամ այն նախարարության աշխատակազմում են գտնվում: Ստեղծվելիք մարմնի դեպքում ևս որևէ խնդիր չկա: Սա միայն կաջակցի և կօգնի, որ ՀՀ–ում լեզվական քաղաքականություն իրականացվի: Հիմա մինչև 2025–2030 թթ. կրթության ծրագիր ունենք, բայց լեզվական քաղաքականության պետական ծրագիր չունենք: Կոմիտեի առաջնահերթ խնդիրն այդ ծրագրի մշակումը պետք է լինի: Մենք ունեցել ենք 2002–2005 թթ. լեզվական քաղաքականության պետական ծրագիր: Իմ պաշտոնավարման ժամանակ այդ ծրագրով աշխատեցինք: 2005 թ. հետո մի քանի անգամ քաղաքականության ծրագիր մշակվեց, բայց այն չէր ընդունվում, որովհետև փոխվում էին նախարարները: Մի շրջանում «Օրինաց երկրի» ներկայացուցիչ էր, մեկ գալիս էր դաշնակցական նախարարը՝ ասում էր պետք չէ, հետո նրան փոխարինում էր ՀՀԿ–ն ու կրկին ասում, որ պետք չէ: Այսինքն՝ կուսակցական շահերն էին խանգարում, որ մենք պետական ծրագիր ունենանք: Բայց լեզուն բոլորինն է, համենայն դեպս, պետք է լեզվական քաղաքականության ծրագիր ունենալ»:

Լեզվաբանն ընդգծեց, որ լեզվի պետական տեսչությունն այսօր իրավունք չունի ստուգումներ անել տնտեսվարող մարմիններում. «Տեսչական գործառույթներ տրվելո՞ւ են ստեղծվելիք կառույցին: Անպայման պետք է տրվի, հակառակ դեպքում ով պետք է վերահսկողություն իրականացնի լեզվին առնչվող ոլորտներում: Այսօր դասագրքերի վիճակն էլ է ահավոր, ոչ մի փորձաքննության չեն ենթարկվում: Բացի այդ՝ կոմիտեում պետք է աշխատեն լեզվաբանները: Այսօրվա տեսչությունում լեզվաբան չկա՝ բոլորը բանասերներ են»:
