Նաիրա Զոհրաբյան. «Հանրային խորհուրդը մեռելածին է, նրան լսող չկա, ո՛չ նախագահը, ո՛չ վարչապետը խորհրդի կարիք չունեն». «Փաստ»

«Փաստ» օրաթերթը գրում է.

Եթե կառավարության խնդիրը թոշակառուների ակումբ ստեղծելն է և մարդկանց աշխատանքի տեղավորելը, հենց այդպես էլ ասեք: Այս մասին այսօր՝ փետրվարի 8–ին, «Հանրային խորհրդի մասին» օրենքի առաջին ընթերցմամբ քննարկման ժամանակ հայտարարեց «Ծառուկյան» խմբակցության պատգամավոր Նաիրա Զոհրաբյանը:

Նա հիշատակեց, որ իր գործունեության ընթացքում Հանրային խորհուրդը տվել է բազմաթիվ առաջարկություններ տարբեր կարևոր խնդիրների վերաբերյալ, սակայն դրանք ոչ մի արժեք չեն ունեցել:

«Հանրային խորհուրդն առաջարկել է եթերը մաքրել անորակ հաղորդումներից, սերիալներից. զրո արձագանք, թքած են ունեցել Հանրային խորհրդի առաջարկի վրա:

Հանրային խորհուրդը լրջորեն քննարկեց սուպերմարկետները սահմանափակելու խնդիրը, որ փոքր խանութները ևս կարողանան աշխատել: Բայց այսօր ունենք սուպերմարկետների ցանցի ընդլայնում: 2015–ին ՀԽ–ն քննարկեց համայնքների խոշորացման խնդիրը, նշվեց, որ սա աղետ է, տանելու է համայնքների կործանման: ՀԽ նախագահը դա համարեց արտագաղթին նպաստող, բայց էլի ոչ ոք բանի տեղ չի դրել:

Հիմա խորհուրդնե՞րն են եղել անորակ, որ անարձագանք են մնացել, որից կարող ենք ենթադրել, որ այդ խորհուրդը եղել է պորտաբույծ, կամ այդ խորհուրդները լսող չկա:

Թքած են ունեցել այդ կառույցի խորհուրդների վրա: Եթե այսքան տարի այդ խորհուրդները որևէ մեկին պետք չեն եղել, ինչո՞ւ եք որոշել, որ աշխատակազմը ավելացնելուց հետո այդ կառույցը հանկարծ դառնալու է այնպիսին, որ նրա խորհուրդները սկսելու են կառավարությանը հետաքրքրել»,–ընդգծեց Նաիրա Զոհրաբյանը:

Ամփոփելով իր խոսքը, Նաիրա Զոհրաբյանը նկատեց, որ Հանրային խորհուրդը եղել է մեռելածին ոչ թե այն պատճառով, որ այդ կառույցում մարդիկ պրոֆեսիոնալ չեն, այլ այն պատճառով, որ ոչ մեր երկրի նախագահը, ոչ վարչապետը խորհուրդների կարիք չունեն:
