Հաղորդում հոկտեմբերի 26-ին «Դատապարտյալների հիվանդանոց» ՔԿՀ-ում կատարված գործողությունների և Հովհաննես Հարությունյանի առողջական վիճակի վերաբերյալ

ՀՀ մարդու իրավունքների պաշտպանի աշխատակազմի խոշտանգումների և վատ վերաբերմունքի կանխարգելման վարչության աշխատակիցները, այդ թվում բժիշկ-մասնագետը, հերթական անգամ հոկտեմբերի 26-ին այցելել են ՀՀ արդարադատության նախարարության «Դատապարտյալների հիվանդանոց» քրեակատարողական հիմնարկ և տեսակցել Ոստիկանության ՊՊԾ գնդի զինված խմբի գործով կալանավորված բոլոր անձանց, այդ թվում՝ Հովհաննես Հարությունյանին:

Այցի ընացքում Հովհաննես Հարությունյանի բժշկական փաստաթղթերի ուսումնասիրությամբ պարզվել է, որ 2016 թվականի սեպտեմբերի 8-ին Հ. Հարությունյանը պլանային կարգով տեղափոխվել է «Էրեբունի» բժշկական կենտրոն, որտեղ կատարվել են բժշկական հետազոտություններ: 2016 թվականի սեպտեմբերի 12-ին Հ. Հարությունյանը դուրս է գրվել «Էրեբունի» բժշկական կենտրոնից և տեղափոխվել «Դատապարտյալների հիվանդանոց» քրեակատարողական հիմնարկ: Դուրս գրման էպիկրիզի համաձայն նրան ցուցվել է ծնկահոդի պահիչով (ֆիքսատոր) անշարժացում ևս 4 շաբաթ:

Այցի պահին Հ.Հարությունյանի ոտնաթաթի շրջանում նկատվել է թույլ արտահայտված կարմրածություն, սրունքի հատվածի մաշկի գույնը եղել է անփոփոխ, ծնկային հոդի և սրունքի վերին հատվածում վնասվածքի մասում նկատվել է այտուցվածություն: Ոտնաթաթի շարժունակությունը եղել է ազատ, առանց սահմանափակման և Հ. Հարությունյանը քայլելիս փորձել է հենվել ոտնաթաթին:

Մարդու իրավունքների պաշտպանի աշխատակազմի աշխատակիցների հետ առանձնազրույցի ընթացքում Հովհաննես Հարությունյանը հայտնել է, որ այլ բժշկի խորհրդատվությամբ իրեն ցուցվել է ևս մեկ վիրահատական միջամտության անհրաժեշտություն:

Պաշտպանի ներկայացուցիչների կողմից իրականացված ուսումնասիրության ժամանակ, սակայն, Հ. Հարությունյանի բժշկական փաստաթղթերի շարքում նման փաստաթուղթ կամ տվյալ չի հայտնաբերվել: Ուստի, Պաշտպանի ներկայացուցիչը կապ է հաստատել Հ. Հարությունյանի փաստաբանի հետ և խնդրել տրամադրել այդ փաստաթղթերը, սակայն վիրահատության անհրաժեշտության վերաբերյալ բժշկական փաստաթուղթ Մարդու իրավունքների պաշտպանի աշխատակազմին այդպես էլ չի տրամադրվել:

Առիթն օգտագործելով՝ Հ.Հարությունյանի փաստաբանին ևս մեկ անգամ խնդրում ենք Խոշտանգումների և վատ վերաբերմունքի կանխարգելման վարչությանը տրամադրել բժշկական այն փաստաթուղթը, որում ցուցված է Հ.Հարությունյանի վիրահատությունը՝ այն գործի մյուս նյութերի հետ համատեղ ուսումնասիրելու և համապատասխան որոշում կայացնելու նպատակով: Փաստաթղթի բովանդակության գաղտնիությունը երաշխավորում ենք:

ՀՀ Ազգային ժողովի պատգամավոր Նիկոլ Փաշինյանի կողմից Մարդու իրավունքների պաշտպանին հաղորդած տեղեկությունների հիման վրա, դրանք ստուգելու նպատակով, նոյեմբերի 5-ի վաղ առավոտյան կիրականացվի այց «Դատապարտյալների հիվանդանոց» քրեակատարողական հիմնարկ:
