Աստղաձորցիները պահանջում են վերադարձնել իրենց ջուրը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Գեղարքունիքի մարզի Աստղաձոր համայնքի բնակիչները պահանջում են վերադարձնել իրենց ջուրը: Նրանք նամակով դիմել են բնապահպանության և առողջապահության նախարարներին, ինչպես նաև Գեղարքունիքի մարզպետ Կարեն Բոթոյանին:

Աստղաձորը մնացել է առանց ոռոգման ջրի, քանի որ ջուրն ամբողջությամբ տարվել է հարևան Զոլաքար համայնք: Բնակիչները «Փաստ»–ի հետ զրույցում պատմեցին, որ ջրի վերաբաշխումը սխալ է կատարվել: Այն իրականացվել է կառավարության աշխատակազմի «Գյուղական տարածքների տնտեսական զարգացման ծրագրերի իրականացման գրասենյակ» պետական հիմնարկի կողմից «Ենթակառուցվածքների և գյուղական ֆինանսավորման աջակցություն» ծրագրի շրջանակներում:

Համայնքի բնակիչներից Աշոտ Խաչատրյանի խոսքով՝ մինչև ծրագրի իրականացումը` 2016 թվականը, Աստղաձոր գետի ջուրը 5 օր տրամադրվում էր Զոլաքարին, 2 օր՝ Աստղաձորին:

«Տարիներ շարունակ ինքնահոս ճանապարհով օգտվել ենք այդ ջրից, բայց խողովակաշարով իրենց անձնական նպատակների համար ջուրը հարևան գյուղը տարել է: Ջուրը կիսվում էր, մեր պապերն այդպես էին որոշել, իսկ հիմա՝ ո՛չ գարուն, ո՛չ աշուն, ո՛չ ամառ ու ձմեռ մենք ջուր չունենք, ջուրը մեր գյուղ չի հոսում»,– ասաց նա:

Ըստ գյուղացիների՝ հաշվի չի առնվել, որ Աստղաձոր գետի ջրահավաք ավազանից օգտվում է նաև Աստղաձոր համայնքը: Գյուղի շահերը և ջրի նկատմամբ իրավունքը խախտվել է: Նրանց պնդմամբ՝ իրենց կարծիքն անտեսվել է: Զոլաքար և Աստղաձոր համայնքների ջրի վերաբաշխման հարցը չի քննարկվել աստղաձորցիների հետ:

«Ջրի նկատմամբ մեր կարիքները հաշվի չեն առնվել: Անասուններն էլ խմելու ջուր չունեն, մարդիկ չեն կարողանում իրենց հողամասերը ջրել: Մի գրամ ջուր չենք ունենում ոռոգման սեզոնին՝ հուլիս–օգոստոս ամիսներին: Անցյալ տարի ջուր չունեինք և կարտոֆիլի բերք չկարողացանք ստանալ: Ջրի պատճառով բույսը չորացավ»,– զայրացավ բնակիչը:

Ստեղծված իրավիճակի կապակցությամբ գյուղացիները դիմել են նաև տեղական իշխանություններին: Ուզում են պարզել, թե ինչի հիման վրա է անարդար որոշում կայացվել:

«Մենք ստորագրահավաք ենք կազմակերպել և դիմել մարզպետին՝ տեղեկանալու, թե ինչու են միակողմանի որոշումներ կայացրել: Խնդրում ենք քայլեր ձեռնարկել ջրային ռեսուրսի օգտագործման շուրջ ստեղծված անարդարությունը վերացնելու ուղղությամբ և աջակցել մեզ ջրի նկատմամբ մեր հիմնարար իրավունքը վերականգնելու համար»,– փոխանցեցին աստղաձորցիները:

Գյուղացիների հաջորդ նամակն առողջապահության նախարար Լևոն Ալթունյանին է հասցեագրված: Նրանք գերատեսչությունից պահանջում են պարզաբանել, թե ջրի որակի որ ցուցանիշով է անհրաժեշտ եղել փոխել Զոլաքարի ջրամատակարարումը, ինչպես նաև Աստղաձորում իրականացված խմելու ջրի վերահսկողության արդյունքները:

«Եթե այդպիսի մշտադիտարկում չի իրականացվել, խնդրում ենք իրականացնել, քանի որ Աստղաձոր և Զոլաքար համայնքների ջրի աղբյուրները շատ նման են, գտնվում են միևնույն երկրաբանական տիրույթում»,– ասացին մեր զրուցակիցները:

Աստղաձորի բնակիչները պատկան մարմիններին են դիմում ջրօգտագործման թույլտվությունը վերանայելու, համայնքի նախկին ջրօգտագործման կարգը և բնակիչների` ջրի նկատմամբ իրավունքը վերականգնելու պահանջով:
