Ճանապարհային հարկ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Այս օրերին Հայաստանի մաքսակետերում ավտոմեքենա ներկրողները բախվել են նոր խնդրի՝ հունվարից նրանք ստիպված են ավտոմեքենաներ ներկրելու համար լրացուցիչ ճանապարհային հարկ վճարել: Այսուհետ առանց այդ վճարի հնարավոր չի լինի ավտոմեքենաներ ներկրող կոնտեյներների մուտքը երկիր: Ոչ բարով նորամուծության «մեղավորը» Հարկային նոր օրենսգիրքն է:

Ինչպես «Փաստին» հայտնեցին ՊԵԿ տեղեկատվության և հասարակայնության հետ կապերի բաժնից՝ 2018 թ. հունվարի 1–ից ուժի մեջ է մտել Հարկային օրենսգիրքը, որի 9–րդ բաժինը վերաբերում է ճանապարհային հարկին: Ըստ այդմ, Հայաստանի Հանրապետությունում չգրանցված (չհաշվառված) բեռնատար ավտոտրանսպորտային միջոցներով ՀՀ ավտոմոբիլային ճանապարհներից օգտվելու համար ճանապարհային հարկ է սահմանված ըստ թույլատրելի առավելագույն զանգվածի՝ օրենսգրքի 188–րդ հոդվածի 1–ին մասով սահմանված դրույքաչափերի կիրառմամբ:

Այս առնչությամբ օրենքում առանձնացվում են ավտոմոբիլային տրանսպորտի տեսակները, այսպես՝ ավտոմոբիլային տրանսպորտի շարժական կազմը (շարժակազմը) անիվավոր ինքնագնաց կամ ավտոմոբիլի միջոցով քարշարկումով ավտոտրանսպորտային միջոցների ընդհանրությունն է, տրանսպորտային միջոց դիտարկվում է ավտոմոբիլային (թամբային) քարշակը կամ ավտոմոբիլային (թամբային) քարշակը կիսակցորդով, որի կազմում քարշակը որպես առանձին տրանսպորտային միջոց կամ ավտոմոբիլ չի դիտարկվում:

ՊԵԿ–ը տեղեկացնում է, որ կիսակցորդով ավտոմոբիլային (թամբային) քարշակի (ավտոգնացքի) դեպքում հիմք է ընդունվում միայն կիսակցորդի թույլատրելի առավելագույն զանգվածը, կիսակցորդով և կցորդով ավտոմոբիլային (թամբային) քարշակի (ավտոգնացքի) դեպքում հիմք է ընդունվում կիսակցորդի և կցորդի թույլատրելի առավելագույն զանգվածների հանրագումարը, իսկ միայն կցորդով շարժվող միակցված շարժակազմի (ավտոգնացքի) դեպքում` շարժակազմի մեջ մտնող բեռնատար ավտոտրանսպորտային միջոցի և կցորդի (կցորդների) թույլատրելի առավելագույն զանգվածների հանրագումարը:

Նշենք, որ ճանապարհային հարկը հաշվարկվում է յուրաքանչյուր 15 օրվա համար: Նվազագույն վճարը կկազմի 15 հազար դրամ, դա մինչև 1,5 տոննա թույլատրելի առավելագույն քաշով բեռնատարի համար կգործի, 1,5–3 տոննայի դեպքում՝ 25 հազար դրամ: Եվ այսպես, ըստ բեռնատարների քաշի ավելացման՝ կաճի նաև ճանապարհային հարկի գումարը և 100 տոննայից ավել քաշ ունեցող բեռնատարների հարկը կկազմի 735 հազար դրամ:

Ի տարբերություն մեր երկրում չհաշվառված բեռնատարների՝ Հայաստանում հաշվառված բեռնատարների հարկավճարն ավելի քիչ գումար կկազմի: Բացի այդ, այս դեպքում հարկը կգանձվի ամբողջ տարվա համար:

Մինչև 20 տոննա առավելագույն քաշով բեռնատարները «ներսուդուրս» կանեն անվճար, 20–25 տոննա քաշով մեքենաները տարեկան կվճարեն 120 հազար դրամ, այնուհետև յուրաքանչյուր լրացուցիչ 5 տոննա քաշի համար կավելանա 120 հազար դրամ: Այսպես՝ 25–30 տոննա ունեցողից կգանձվի 240 հազար, 30–35 տոննա ունեցողից՝ 360 հազար դրամ, իսկ 35 տոննայից ավելիի դեպքում՝ 480 հազար դրամ:
