Նոր փոփոխությունը նոր ձրիակերներ կբուծի. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Տարեվերջյան խորհրդակցություններից մեկի ժամանակ կառավարությունում քննարկվել են ավտոտրանսպորտային միջոցների վրա գազաբալոնային սարքավորումների տեղադրման և գազաբալոնների պարբերական վկայագրման գործունեության իրականացման ուղղությամբ նախատեսվող օրենսդրական փոփոխությունները:

Նախագծերով առաջարկվում է ավտոտրանսպորտային միջոցների վրա գազաբալոնային սարքավորումներ տեղադրելու և բալոնների պարբերական վկայագրման կարգը սահմանելու լիազորությունն օրենքով տալ կառավարությանը: Առաջարկվում է նաև վերահսկողական մեխանիզմները նույնպես սահմանել: Դրանք խախտելու դեպքում նախատեսվում է վարչական պատասխանատվության ենթարկել իրավախախտներին:

Օրենսդրական նման փոփոխությունը կստիպի բարձրացնել անվտանգության մակարդակը և, ասենք, հարևանն այլևս չի կարողանա խորոված–քյաբաբի մաղարիչով գազի բալոն տեղադրել հարևանի մեքենայի վրա: Սակայն հարց է ծագում, թե սրանով արդյոք այս ոլորտն էլ արագ չի՞ մոնոպոլացվի ու նոր բեռ չի՞ դառնա մեքենաների սեփականատերերի համար:

Ինչ վերաբերում է տեղադրված բալոնների պարբերաբար վկայագրմանն, ապա պարզ է, որ այդ «գործառույթը» շատ արագ կդառնա առանց որևէ ծառայություն մատուցելու հերթական դրամահավաքի, ինչը շատ արագ ոչ միայն լրացուցիչ բեռ կդառնա, այլ հերթական կոռուպցիոն օղակ:

Այն, որ ներկայում շատ մեքենաներում և մայրաքաղաքը սպասարկող երթուղային տաքսիներում տեղադրված գազաբալոնները ծայրահեղ վիճակում են՝ փաստ է, բայց որ նման օրենսդրական փոփոխությունը կարող է մայրաքաղաքը մաքրել վտանգից, կասկածելի է:

Եվ ինչպես մեքենաների տեխնիկական անվտանգության ծառայություն մատուցողներն են տարիներ շարունակ առանց մատը մատին խփելու և մեքենայի անվտանգությունը ստուգելու կտրոն վաճառում ու գումար հավաքում մեքենաների սեփականատերերից, այնպես էլ գազաբալոնների անվտանգության թերթիկ վաճառողները կվարվեն:

Ստացվում է, որ նոր օրենսդրական փոփոխությունները ոչ թե թեթևացնելու են մարդկանց հոգսերը, այլ լրացուցիչ լարվածություն են առաջացնելու: Եվ եթե կառավարությունը նախ մտածեր մեքենաների տեխնիկական զննություն անցկացնող կազմակերպությունների աշխատանքը կանոնակարգելու և նրանց ստվերից դուրս բերելու մասին, փաստորեն ձեռնամուխ է լինում նոր օրենսդրական նախաձեռնությամբ նոր ձրիակերների բուծել ու նրանց մեքենաների սեփականատերերի հաշվին կերակրել:
