Ինչպես են աշխատում ԱԺ պատգամավորները. «Փաստ»

«Փաստ» օրաթերթը գրում է.

«Փաստ» օրաթերթն այսօր կանդրադառնա «Լուսավոր Հայաստան» կուսակցության հիմնադիր նախագահ Էդմոն Մարուքյանի և ՀՀԿ–ականներ Լևոն Մարտիրոսյանի, Գագիկ Մելիքյանի ու Սպարտակ Մելիքյանի պատգամավորական գործունեությանը:
Էդմոն Մարուքյանը անցած 4,5 տարիների ընթացքում 497 օրենսդրական նախաձեռնությանը կողմ է քվեարկել, իսկ 109–ի էլ՝ դեմ: 94 նախաձեռնությանը քվեարկելուց ձեռնպահ է մնացել, իսկ 81 անգամ էլ ներկա լինելու պարագայում ընդհանրապես չի քվեարկել: Ըստ www.parliamentmonitoring.am կայքի՝ պատգամավոր դառնալուց հետո Մարուքյանը Ազգային ժողովի 182 նիստի չի ներկայացել: Բայց այդքան շատ բացակայելու հետ մեկտեղ բավական ակտիվ պատգամավոր է՝ հաշվի առնելով, որ նա 136 անգամ հարցուպատասխանի է մասնակցել, իսկ 103 անգամ էլ ելույթ ունեցել ԱԺ ամբիոնից: Մարուքյանը 7 նախաձեռնություն ունի, որից երկուսի միակ հեղինակը ինքն է, իսկ մյուսները կատարվել են համահեղինակությամբ: Պատգամավորի դրամական միջոցները 2015 թ. դությամբ կազմել են 2 միլիոն դրամից մի փոքր ավելի:
«Հայաստանի Հանրապետություն կուսակցության» անդամ մյուս երեք պատգամավորները իրենց ընդդիմադիր գործընկերոջ համեմատությամբ ավելի հաճախ են կողմ լինելու կոճակին սեղմել: Նրանք դա արել են 600–800 անգամ և ավելի: Ազգային Ժողովում քվեարկության դրված օրենսդրական նախաձեռնությունների դեմ շատ քիչ են քվեարկել, կարելի է ասել, թե ընդհանրապես չեն քվեարկել: Այսպես, օրինակ՝ Գագիկ Մելիքյանը պատգամավոր դառնալուց ի վեր միայն երկու օրինագծի է դեմ արտահայտվել:
Այս երեք պատգամավորներից Սպարտակ Մելիքյանը բավական շատ անգամներ խուսափել է քվեարկելուց՝ 166 անգամ: Հանրապետական կուսակցությանը հարող այս երեք պատգամավորներից ամենից պարտաճանաչն ըստ parliamentmonitoring.am կայքի՝ Գագիկ Մելիքյանն է, ով պատգամավորական մանդատը ստանալուց հետո միայն 13 նիստից է բացակայել: Իսկ նրա երկու կուսակիցներն էլ բացակայել են հարյուրից ավելի անգամներ:
Ինչ վերաբերում է ելույթներ և հարցեր ունենալուն, ապա ՀՀԿ–ականներից ամենաակտիվն այս առումով Լևոն Մարտիրոսյանն է, ով հարցեր է հնչեցրել 30 անգամ, իսկ ելույթ ունեցել՝ 16: Գագիկ Մելիքյանը միայն երկու անգամ է հարցուպատասխանի մասնակցել, 18 անգամ էլ ելույթ ունեցել ԱԺ ամբիոնից: Սպարտակ Մելիքյանը երբևէ հարց չի տվել և ելույթ չի ունեցել:
Լևոն Մարտիրոսյանը մեկ նախաձեռնության համահեղինակ է՝ ալկոհոլի գովազդի վերաբերյալ: Ըստ 2015 թ. հայտարարագրի՝ ունի միայն 1 միլիոն 200 հազար դրամ: Գագիկ Մելիքյանը նույնպես մասնակցել է օրենսդրական նախաձեռնություններ մշակելու գործին, նա 3 նախաձեռնության համահեղինակ է՝ պետաիրավական և այլ ոլորտների վերաբերյալ: 2015 թ. հայտարարագրել է 28 միլիոն 328 հազար դրամ: Սպարտակ Մելիքյանն էլ՝ ի տարբերություն իր կուսակիցների, որևէ օրենսդրական նախաձեռնության ստեղծման աշխատանքներին «չի խառնվել»: Նրա դրամական միջոցներն էլ պատգամավոր դառնալու ժամանակ և 2015 թ. դրությամբ էապես տարբերվում են միմյանցից: Եթե նա 2012 թ. հայտարարագրել էր 181 միլիոն դրամից ավելի գումար, ապա ըստ 2015 թ. տվյալների՝ այդ ամենից ոչինչ չի մնացել:
