Անցած տարին ցնցումների, հպարտության, նաև դառը հիասթափությունների տարի էր. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Մեր հյուրն է քաղաքագետ Լևոն Շիրինյանը

– Անցնող տարին մեր երկրի համար ինչպիսի՞ն էր: Ունեցա՞նք ձեռքբերումներ, կորուստներն ու բացթողումները որո՞նք էին:

– Ցնցումների ու վայրիվերումների տարի էր: Հպարտության, նաև դառը հիասթափությունների տարի էր: Հայաստան այցելելիս Հռոմի պապն ասաց` սա աստվածաշնչյան Հայաստանն է: Մի քանի ամիս առաջ գրեթե նույն բանն ասաց բարոնուհի Քոքսը: Դա Հայաստանի մշակութային ու քաղաքակրթական առաքելության այն գնահատականն է, որ դարերով եղել է Եվրոպայում և քաղաքակիրթ մարդկության մոտ: Հիշեցնեմ, ժամանակին Բայրոնն էր ասում այդ մասին: Իսկ ընդհանրապես անգլիական և գերմանական մշակույթի մեջ նման գնահատականներ շատ են եղել: Այս տասնամյակների ընթացքում է, որ դրանք խավարի մեջ թաղվեցին: Բայց հայ ժողովուրդը պարտավոր է սրբությամբ հետևել իր առաքելությանը: Իսկ դա նշանակում է Հայաստանի վերածնունդ բոլոր իմաստներով` տարածքով, մշակույթով, տնտեսությամբ:
Տարին նաև հերոսական էր: Քառօրյա պատերազմը ցույց տվեց մեր ժողովրդի անկոտրում կամքը` համաշխարհային դավադրության և թուրքական գրոհի դեմդիմաց մենք մնացինք մենակ: Բայց դրան հակառակ պատկերացրեք ռոբերտաբաջյանների, տիգրանուրֆանյանների ու մյուս տղաների, զինվորականների այն կեցվածքը, որի շնորհիվ խափանվեց ամեն մի չարագործություն: Վստահ եղեք, որ ադրբեջանա–թուրքական գրոհի հետ միասին դրա նպատակը ռուսական խաղաղապահ ուժերի տեղակայումն էր նաև: Այս ամենը չեզոքացվեց: Ապա եղավ «Սասնա ծռերի» զինված ապստամբությունը, ինչը վիժեցրեց տարածքների վերադարձի ծրագիրը: Մի խոսքով, սրանք ոչ թե ողբերգության, այլ հերոսականության էջեր են:
Իսկ հիմա Հայաստանը պատրաստվում է կառավարման ձևի փոփոխության: Սկսվել է կուսակցությունների մրցավազքը, կուսակցություններ, որոնք իրականում շահերի խմբեր են: Չկա գաղափարախոսություն, չկա քաղաքական պլատֆորմ: Մարդիկ իրենց բարեկեցությունը պատկերացնում են իշխանության օղակում լինելու հանգամանքով: Սրանք էլ մեր կյանքի տխուր ելևէջներն են

– Այդ խնդիրների գիտակցումը կա՞: Այսօր ձեռնարկվող քայլերը բավարար չե՞ն այդ մարտահրավերները հաղթահարելու համար:

– Գիտակցվում է ոչ բավարար չափով, որովհետև հակառակ դեպքում կառավարության փոփոխությունը կբերեր մոդեռնիզացիայի ծրագրի հռչակում: Բայց կոսմետիկ փոփոխությունների ձգտումը արմատական փոփոխությունների ձգտում չէ: Եվ իշխանությունը շարունակում է մնալ քաղաքական ու տնտեսական օլիգարխիայի ձեռքերում:

– Ընդունվել է ապօրինի հարստացումը քրեականացնող օրենք: Այն չի՞ ուղղվի Ձեր նշած խնդիրը լուծելուն:

– Այդ օրենքի հռչակմանն ու կիրառմանը կհավատայի, եթե երկրում հայտարարվեր իրավական պետության կայացում` որպես գերխնդիր: Մենք տեսել ենք, թե Հայաստանում օրենքներն ինչպես են կիրառվում: Դրա համար ես առողջ սկեպտիցիզմով եմ դրան նայում: Ասում են` հավատացեք, որ կփոխվենք: Իսկ ես ասում եմ` փոխվեք, կհավատանք:
