Հերթական մոլորությունն է, երբ ասում են՝ հենց ՌԴ–ի հետ խնդիրը լուծվի, միանգամից կվերսկսենք մեր արտահանումը. Ծառուկյան

Թեև ռուս-ամերիկյան վերջին խոշոր տնտեսական գործարքը Հայաստանին ուղիղ կերպով չի առնչվում, բայց մեզ համար այն հետևություններ անելու լավ առիթ է և պարտավորություն։

Նախ. երբեք չի կարելի հայտնվել խոշոր տերությունների շահերի բախման կենտրոնում։ Փոքր պետությունների համար դա միշտ ավարտվում է կորուստներով, իսկ երբեմն՝ ողբերգությամբ։ Սա այն է, ինչի մասին ես ու թիմը զգուշացնում ենք վերջին տարիներին։
ԱՄՆ և Ռուսաստանի նախագահները պաշտպանում են իրենց պետությունների տնտեսական շահերը, հետևաբար՝ իրենց ժողովուրդների շահերը, իրենց քաղաքացիների բարեկեցությունը։

Տնտեսությունը չի լինում արևմտամետ կամ ռուսամետ. սա ես վերջին մեկ տարում ասել եմ բազմաթիվ անգամներ, երբ տեսնում էի, որ մեր տնտեսության համար արհեստականորեն խնդիրներ են ստեղծվում։

Այսօր մեր գյուղատնտեսությունը, արտահանողները կանգնած են ծանր խնդրի առջև. շատերը չեն դիմանալու, ուղղակի սնանկանալու են։ Ու դա մի խնդրի պատճառով, որը չպետք է լիներ։ Հաճելի և անիրական խոստումների դիմաց մենք կանգնեցինք լուրջ խնդրի առաջ, որը հարյուր հազարավոր մեր քաղաքացիների բարեկեցությանն է վերաբերում։ Ինչո՞ւ, ի՞նչը մեզ ստիպեց հայտնվել այդ արհեստածին պրոբլեմի մեջ։

Ես լավ գիտեմ, թե ինչքան դժվար է շուկա գտնել և մնալ այդ շուկաներում։ Դրա համար տարիների դժվար ու համառ աշխատանք է պահանջվում։ Բայց շուկա կարելի է կորցնել մեկ սխալի պատճառով, մեկ օրվա ընթացքում։

Հերթական մոլորությունն է, երբ ասում են, թե հե´նց Ռուսաստանի հետ խնդիրը լուծվի, միանգամից կվերսկսենք մեր արտադրանքի, գյուղմթերքի արտահանումը։ Վստահեցնում եմ. երբ այդ օրը գա, շատերը հայտնաբերելու են, որ իրենց տեղն արդեն զբաղեցրել են ուրիշները՝ այլ պետությունների արտադրանքով։ Ես էլ գիտեմ, դուք էլ գիտեք, թե հատկապես ո´ր պետության։ Տնտեսական կյանքը երբեք կանգ չի առնում, և դիմացինի սխալներից միշտ ուրիշներն օգտվում են։ Որքան երկար տևի այս վիճակը, այնքան ավելի մեծ ծավալով ենք կորուստներ արձանագրելու։

Տնտեսությունները զարգանում են տնտեսական ճիշտ քաղաքականության շնորհիվ։ Անընդհատ արտաքին պարտք վերցնելով հնարավոր չէ տնտեսական կայուն զարգացում ապահովել։

Տնտեսությունը զարգանում է կառուցելով, ստեղծելով, ներդրումներ անելով։ Խլելու փորձերով, աշխատող հիմնարկները փակելով, կապարակնքելով, հազարավոր ընտանիքներ առանց աշխատանք ու առանց ապրուստի միջոց թողնելով՝ տնտեսություն չի զարգանում։ Ի դեպ, խոսքը միայն ինձ պատկանող ձեռնարկությունների մասին չէ, ամենևին։ Երբ տնտեսության մեջ սխալ խաղի կանոն է մտնում, դա կարող է ազդել բոլորի վրա։

Մեր փոքր Հայաստանը իր աշխատող, ստեղծող ժողովրդի շնորհիվ ունի տնտեսական զարգացման լավ հնարավորություններ։ Մենք ունենք թե´ Ռուսաստանի, թե´ ԱՄՆ-ի, թե´ Եվրոպայի, թե´ Չինաստանի, թե´ հարևանների ու շատ-շատերի հետ փոխշահավետ համագործակցության լավ հնարավորություններ։ Բայց կարող ենք նաև ինքներս մեզ դնել ծանր վիճակում։
