Նախագահի ելույթը՝ նախընտրական PR. «Փաստ»

«Փաստ» օրաթերթը գրում է.

ՀՀ նախագահի ելույթը որքան էլ որ կարևոր էր, այնուամենայնիվ, գրեթե չի մեկնաբանվում: Ինչն է դրա պատճառը՝ չկարողացավ ասել քաղաքական վերլուծաբան Սերգեյ Շաքարյանցը, նշելով, որ միգուցե մարդիկ ավելի հստակ պատասխանների էին սպասում, քան հնչեցվեց:

«Տարիներ շարունակ նույն դրույթների մասին են խոսում, որոնք կամ զարգացում են ունենում, կամ՝ ոչ: Գուցե այն, որ տարածաշրջանը նոր զարգացումների շեմին է կանգնած և դա էր պատճառը, որ թե՛ ՀՀ և թե՛ ՌԴ նախագահները գերադասում են մշուշոտ և ոչ թե հստակ պատասխաններ կամ ելույթներ հնչեցնել»,– ասաց Ս. Շաքարյանցը:

Նա, համեմատելով ՀՀ նախագահի ելույթն ու ՌԴ նախագահի տարեկան ասուլիսի ժամանակ հնչեցված պատասխանները, նշեց, որ երկուսում էլ մեսիջները նույնն են՝ պայքար կոռուպցիայի դեմ, հասարակությանն ուղղված «մաքուր» ապրելու կոչեր և այլն, որի բացատրությունն արդեն կա և շատ պարզ է, համոզված է քաղաքագետը:

«2018 թվականին Հայաստանում պետք է լինի վարչապետի նշանակում, խորհրդարանը պետք է ընտրի անգլիական հայկական թագուհի, այսինքն՝ նախագահ, իսկ Ռուսաստանում տեղի են ունենալու նախագահական ընտրություններ: Այսինքն, Հայաստանը և Ռուսաստանը գտնվում են նույն գործընթացների շեմին և ժամանակն է խոսելու, թե հասարակությունն ինչքանով պետք է մաքուր ու ազնիվ լինի, ինչքանով է կաշկանդված հնից մնացած «սովորույթների» պատճառով: Եվ այս ամենը հաշվի առնելով նախագահների ելույթներն ու հնչեցված մտքերը պետք է ընկալել հենց այդ տեսանկյունից»,– ասաց Ս. Շաքարյանցը:

Խոսելով մարզպետներին ուղղված՝ բյուջեի գումարները փոշիացնելու, յուրացնելու մասին՝ քաղաքագետը նշեց, որ կոռուպցիային վերջ տալու երկու ելք կա: Մեկը կապիտալի համաներում հայտարարելն է, մյուսը՝ թալանելու համար մարդկանց բանտ նետելը:

«Երրորդ ճանապարհ չկա: Մարդկությունը հազարամյակներ շարունակ նույն ձևով է պայքարել այս երևույթի դեմ: Բայց պետք չէ մոռանալ կյանքի ոսկե կանոնը՝ մի արա ուրիշին այն, ինչ չէիր ցանկանա ստանալ: Այդ ոսկե կանոնը համաշխարհային քաղաքակրթության էջերում գրանցվել է շատ ավելի շուտ, քան Եվրամիությունը: Բայց մեր օլիգարխներն այդ ոսկե կանոնից դուրս են ապրում, որը նորմալ է, քանի որ բոլոր երկրներում էլ այդպես է: Օլիգարխներն ընդհանրապես համարում են, որ եթե փող ունեն, ուրեմն՝ օրենքն իրենք են: Եվ դա այդպես է բոլոր երկրներում՝ կամ պաշտում ես Աստծուն, կամ՝ փողը»,– ասաց Ս. Շաքարյանցը:

Աստծու և փողի՝ «կամ–կամ»–ի համեմատությունը, քաղաքագետի կարծիքով, թույլ է տալիս եզրակացնել, որ նրանք էլ փողի պաշտամունքի «զոհերից» են, քանի որ նրանց պաշտոն է պետք եղել, որպեսզի փող ու ոսկի դիզեն:

«Բայց ես այնքան էլ միամիտ չեմ, որ հավատամ, որ նույնիսկ մի տասը տարվա ընթացքում ամեն ինչ կփոխվի»,– խոսքը եզրափակեց Ս. Շաքարյանցը:
