«Փաստ» օրաթերթը գրում է.

Միայն վերջին 10-11 օրերին բանակում զինծառայողի մահվան 4-րդ դեպքն է արձանագրվում: Երեկ, Փաշինյանի ու ՔՊ-ի կառավարության պաշտպանության նախարար Սուրեն Պապիկյանը լրագրողների վրա «մուննաթ եկավ», թե երբևէ պարզե՞լ եք՝ Հայաստանում ինքնասպանության քանի դեպք է գրանցվում, մտքներովդ անցե՞լ է պարզել ու համեմատել էդ թվերը բանակում ինքնասպանությունների թվերի հետ:

Սա դեռ ամենը չէ: Սուրեն Պապիկյանը նաև լուրջ-լուրջ հայտարարեց. «Այն, որ մահերի համար կարելի է մեղադրել պաշտպանության նախարարին, սա նորություն է Հայաստանում»: Ներողություն, իհարկե, բայց էլ ումի՞ց պատասխան պահանջել, եթե ոչ առաջին հերթին ոլորտի ղեկավարից, տվյալ դեպքում՝ հենց նախարարից: Ինչ վերաբերում է նախարար Պապիկյանի «մուննաթին»: Բանակում տեղի ունեցող դեպքերը սխալ է համեմատել սովորական, «քաղաքացիական կյանքում» կատարվողի հետ: Նախ՝ բանակը, Զինված ուժերը ինքնին փակ համակարգ են՝ հստակ սուբորդինացիայի ու խիստ կարգուկանոնի պարտադիր պայմանով: Այլապես, Սուրեն Պապիկյանի մոտեցմամբ, պետք է սովորական վթարներն ու վրաերթերն էլ համադրեինք բանակում կատարվածների հետ, ինչն աբսուրդային մեթոդ է ի սկզբանե: Երկրորդ. հարցը միայն սպանություններն ու ինքնասպանությունները չեն: Իսկ միգուցե դրանց թվի ավելացման պատճառներից մեկը բանակում իրականացվող կադրային քաղաքականությո՞ւնն է, երբ բանակը կազմաքանդելու «գծի մեջ»՝ սկսյալ 2018 թվականից, փորձառու, կադրային հրամկազմին փոխարինում են «նոր դեմքեր»: Երրորդ. նկատելի է, որ բանակում ողբերգական ելքով միջադեպերի թիվը ավելացավ Փաշինյանի հակաեկեղեցական արշավի շրջանակներում գնդերեցների ինստիտուտը վերացնելուց, այլ կերպ ասած՝ ՀԱԵ համապատասխան ծառայությունը բանակից դուրս մղելուց հետո: Թե որքանով ուղիղ կապ ունի սա, հուսով ենք՝ մասնագետները կգնահատեն: Չորրորդ. եթե բանակում նման դեպքերը հաճախակի են դառնում, պետք է ոչ թե (ոչ միայն) պատժիչ մարմնի՝ ռազմական ոստիկանության ղեկավարին փոխել, այլ ներբանակային մթնոլորտն ու միջավայրը: Բայց ո՞ւմ ենք սա ասում՝ ներկայացուցչին մի իշխանության, որը վարժական հավաքներն ու բանակային ծառայությունն առհասարակ ընկալում ու պատկերացնում է որպես պատժամիջոց և օդանավակայանում վարժական հավաքների ծանուցագրեր է բաժանո՞ւմ մի քանի օրով երկիր վերադարձած մարդկանց:

Եվ, վերջապես, ի՞նչ սպասել մի իշխանությունից ու նրա մի ներկայացուցչից, որ զարմանում է, թե բանակում տիրող վիճակի ու դրա հետևանքների համար իրենից են պատասխան պահանջում: Դե, հո «թիվ մեկ մեղավորն» ինքը չէ...
