Պաշտպանական համակարգում անփոխարինելի մարդիկ չկան, կան միայն անհրաժեշտ չափանիշներ. Հրայր Կամենդատյան

Այն պնդումը, թե «եթե Սուրեն Պապիկյանը հեռանա, տեղը դնելու մարդ չկա, կամ ով էլ գա՝ ավելի վատն է լինելու», ոչ միայն սնանկ է, այլև պետականամտության լիակատար բացակայության ապացույց։ Սա կեղծ ու վտանգավոր թեզ է, որով փորձ է արվում անփոխարինելիության շղարշով քողարկել կառավարման ձախողումներն ու անհեռատեսությունը։

1.Կադրային սնանկության կեղծ նարատիվը

Դիլետանտիզմի հավերժացում. Երկրի անվտանգային համակարգը քաղաքական սիրողականության հույսին թողնելը հանցավոր աշխարհայացք է։ Պաշտպանական համակարգը փորձարարական դաշտ չէ, որտեղ ղեկավարը տարիներով «սովորի» բանակային գործը։
 
2.Պատասխանատվության իմիտացիա. «Ով էլ գա, ավելի վատն է լինելու» տրամաբանությամբ առաջնորդվելը նշանակում է կապիտուլացվել ապաշնորհության առջև։ Սա հասարակությանը վարժեցնում է նվազագույն չափանիշներին՝ համակերպվելու ցածր որակի և անարդյունավետության հետ։
 
3.Ռեզերվի արհեստական ոչնչացում. Հայաստանում և սփյուռքում կան բարձրագույն զինվորական կրթություն, իրական մարտական ու ռազմավարական փորձ ունեցող տասնյակ պրոֆեսիոնալներ։ Նրանց «չտեսնելը» կամ ասպարեզ չթողնելը քաղաքական կամքի բացակայության, այլ ոչ թե ռեսուրսի դեֆիցիտի հետևանք է։
 
Ինչպիսի՞ն պետք է լինի այլընտրանքը։ Ա.Ինստիտուցիոնալ պրոֆեսիոնալիզմ. Պաշտպանության նախարարի աթոռը քաղաքական պարգևատրում չէ։ Այն պահանջում է ռազմական պլանավորման, լոգիստիկայի, սպառազինության համակարգերի և ժամանակակից պատերազմավարման խորը իմացություն։
 
Բ. Հանրային հաշվետվողականություն. Հաջորդ յուրաքանչյուր պաշտոնյա պետք է գիտակցի, որ իր պաշտոնավարումը պայմանավորված է բացառապես ստացված արդյունքներով, ոչ թե քաղաքական թիմին ունեցած հավատարմությամբ։
 
Պաշտպանական համակարգում անփոխարինելի մարդիկ չկան, կան միայն անհրաժեշտ չափանիշներ։ Բանակի վերակառուցումը պահանջում է անհապաղ անցում քաղաքական նշանակումներից դեպի պրոֆեսիոնալ և հանրության առջև պատասխանատու կառավարում։ նկարագրված հարցերի ֆոնին ողորմելի են մարշալ պապիկի կորպորատիվ պնակալեզները , որոնք գովքի մի ռեզոնանս են բարձրացրել համացանցում, մոռանալով որ բանավեճի հերոսը ոչ Հանիբալն է , ոչ Սուվորովը, և ոչ էլ գեներալիսիմուս Չան կայ շին։Լռեք ողորմելիներ!!!:
