ԱՄՆ-ն կրկնապատկել է TRIPP նախագծի ֆոնդային միջոցները՝ հասցնելով դրանք 402 մլն դոլարի

Միացյալ Նահանգների իշխանությունները կրկնապատկել են TRIPP+ ձեռնարկատիրական ֆոնդի միջոցների ծավալը՝ 201 միլիոն դոլարից հասցնելով 402 միլիոնի: Այս տվյալները ներկայացրել է ԱՄՆ կառավարության պաշտոնական ծախսերի շտեմարանը (USAspending.gov)՝ մատնանշելով, որ նախագծի իրականացման համար այս միջոցների համար որպես հիմնական օգտագործման վայր նշված է Հայաստանը։

Տեղեկատվության համաձայն՝ ֆինանսավորումը կապված է Trump Route for International Peace and Prosperity (TRIPP) հաղորդակցային նախաձեռնության հետ, որը նախատեսում է Հայաստանի Հանրապետության հարավով անցնող տրանսպորտային երթուղու զարգացում՝ Հարավային Կովկասը Տրանսկասպյան տրանսպորտային միջանցքին կապելու նպատակով։

Հրապարակված տվյալների համաձայն՝ ԱՄՆ Պետդեպարտամենտի Եվրոպայի և Եվրասիայի հարցերով բյուրոն 2026 թվականի հունվարի 30-ին TRIPP+Enterprise Fund-ին հատկացրել է 201 միլիոն դոլարի դրամաշնորհ, որի իրականացման ժամկետը սահմանվել էր մինչև 2036 թվականի դեկտեմբերի 31-ը։ Հուլիսի 16-ին դրամաշնորհի պայմաններում կատարված փոփոխությամբ ֆինանսավորման պարտավորությունը հասցվել է 402 միլիոն դոլարի՝ առանց ծրագրի ավարտի ժամկետի փոփոխության։

TRIPP+ ձեռնարկատիրական ֆոնդը հիմնադրվել է 2026 թվականի հունվարի 26-ին՝ Հայաստանի ԱԳ նախարար Արարատ Միրզոյանի ու ԱՄՆ պետքարտուղար Մարկո Ռուբիոյի վաշինգտոնյան հանդիպումից երկու շաբաթ անց:

Հանդիպման ավարտին կողմերը հրապարակել էին փաստաթուղթ, որի համաձայն՝ նրանք հիմնելու են Հայաստանի հարավով անցնող TRIPP երթուղու ենթակառուցվածքների զարգացումն ու իրականացումն ապահովող ընկերություն՝ TRIPP Development Company (ԹՐԻՓՓ զարգացման ընկերություն): Ընկերության 26 %-ի բաժնետերը լինելու է Հայաստանի Հանրապետությունը, իսկ 74 %-ինը՝ ԱՄՆ-ն։

TRIPP+Enterprise Fund-ը և TRIPP Development Company-ն տարբեր ընկերություններ են․ վերջինս նախատեսված է՝ զբաղվելու Հայաստանի հարավով անցնող ենթակառուցվածքային նախագծի մշակմամբ և իրականացմամբ։

TRIPP Development Company-ն պետք է գործի ԱՄՆ Միջազգային զարգացման ֆինանսական կորպորացիայի (DFC) հովանու ներքո։

Ի տարբերություն զարգացման ընկերության՝ TRIPP+Enterprise Fund-ը ստեղծվել է որպես առանձին ներդրումային հիմնադրամ։ Դրա ղեկավար է նշանակվել գործարար Կոնստանտին Սոկոլովը։ Աղբյուրի համաձայն՝ Դելավերում գրանցված ընկերությունների պաշտոնական բազայում հիմնադրամը ներկայացված է նաև Trans-Caspian Enterprise Fund անվամբ։

Նշվում է, որ ԱՄՆ-ի կողմից ֆինանսավորման ծավալի ավելացումը տեղի է ունենում այն ժամանակ, երբ Վաշինգտոնը ձգտում է ընդլայնել իր ներգրավվածությունը Հարավային Կովկասում տրանսպորտային և տնտեսական կապերի զարգացման, ինչպես նաև տարածաշրջանը Տրանսկասպյան միջանցքի հետ կապող նախագծերի առաջմղման գործում։

Նախաձեռնության հեղինակների գնահատմամբ՝ TRIPP երթուղու իրականացումը կարող է ազդեցություն ունենալ ոչ միայն տարածաշրջանային առևտրի և լոգիստիկայի, այլև Հարավային Կովկասի ռազմավարական միջավայրի վրա։
