«Մերձավոր Արևելքի նոր խաղը․ նեղուցները դառնում են ճնշման գործիք»․ Արտակ Զաքարյան

Ըստ «Reuters» գործակալության՝ Եմենի «Անսար Ալլահ» խմբավորումը, Բաբ էլ-Մանդեբի նեղուցով անցնելու դիմաց, մտադիր է վճար սահմանել առևտրային նավերի համար: Ըստ էության, սա համաշխարհային առևտրի կարևորագույն երթուղիներից մեկում սեփական «ծովային տուրքերի» համակարգ ստեղծել է նշանակում:
Գործակալության տվյալներով՝ եմենյան հութիների մոտ այս գաղափարը ծագել է այն բանից հետո, երբ նրանք հայտարարեցին Սաուդյան Արաբիայի ծովային շրջափակման մասին և սկսեցին հարձակումներ իրականացնել թագավորության նավերի ու նավթային ենթակառուցվածքների վրա։
 
Ինչպես նշում է «Reuters»-ը Բաբ էլ-Մանդեբի նեղուցով անցնելու համար վճար սահմանելու նախաձեռնությունը քննարկվել է հութիների պատվիրակության՝ Թեհրան կատարած այցի ընթացքում։ Նշենք, որ միայն նավթի համաշխարհային առևտրի պարագայում՝ Բաբ էլ Մանդեբի նեղուցով իրականացվում է մատակարարումների 10–12%-ը։ Նեղուցը համարվում է Եվրոպան, Ասիան և Մերձավոր Արևելքը կապող ծովային առևտրային ուղիներից կարևորագույնը։
 
ԱՄՆ և Եվրոպական մի շարք քաղաքական կենտրոններում առաջ է եկել մտահոգություններ, որ Հորմուզի և Բաբ էլ Մանդեմի նեղուցներում ստեղծվող իրավիճակը կարող է դառնալ «Պանդորայի արկղը» աշխարհի այլ ծովային երթուղիների պարագայում:
 
Ենթադրվում է, որ առաջիկա ամիսներին Թրամփի և ԱՄՆ-ի համար կենսական նշանակություն կունենա մերձավորարևելյան խորացող ճգնաժամի հաղթահարման վճռական գործողություններ ձեռնարկելը։ Հակառակ դեպքում՝ նեղուցների օգտագործումը որպես քաղաքական ճնշման և սակարկության գործիք կարող է դառնալ նոր համաշխարհային թրենդ: Բացի այդ, ռեգիոնալ երկրներն արդեն սկսում են կասկածանքով վերաբերվել ԱՄՆ-ի գործողությունների արդյունավետությանը՝ մտահոգվելով դրանց հնարավոր հետևանքներով։
Հատկանշական է, որ Սաուդյան Արաբիայի ՊՆ-ն երեկ արդեն հայտարարել է «Ծովային անվտանգության ապահովման բազմազգ կոալիցիա» ստեղծելու հարցով հանդիպման անցկացման մասին: Կոալիցիայի նպատակը պետք է լինի ամրապնդել անվտանգությունն ու պաշտպանությունը Պարսից ծոցում, Կարմիր ծովում և Ադենի ծոցում։ Ըստ նախարարության՝ մերձավորարևելյան տասներեք պետություն աջակցություն է հայտնել «Ծովային անվտանգության ապահովման բազմազգ կոալիցիայի» ստեղծելու գաղափարին և ողջունել ծովային պաշտպանական կառույցների ստեղծման նպատակը։
 
Խոսքը հետևյալ երկրների մասին է. Բահրեյն, Ջիբութի, Եգիպտոս, Հորդանան, Քուվեյթ, Մալդիվներ, Պակիստան, Կատար, Սոմալի, Սուդան, Թուրքիա և Եմենի Նախագահական խորհրդի կառավարություն:
Ակնհայտ է, որ, եթե ձևավորվի այս «կոալիցիան» այն ուղղված է լինելու նաև Իրանի (և ոչ միայն) գործողությունների դեմ: Առայյժմ դժվար է ասել, թե ինչ դե՞ր ունի ԱՄՆ-ը այս գաղափարի մեջ:
Հիմա կարևոր է հասկանալ, արդյո՞ք այն ԱՄՆ գործողությունների նկատմամբ վստահության նվազու՞մ է նշանակում: Գուցե հետագա ռազմական խոշոր աղետներից խուսափելու, ռեգիոնալ երկրների ջանքերը միավորելու և ընդհանուր խնդրի համատեղ լուծման փո՞րձ է: Թե՞ ԱՄՆ-ի հերթական ալյանսային նախաձեռնությունն է, որի նպատակն է լինելու Մերձավոր Արևելքում շահերի հակակշռումն ու երկարատև դիմակայության մեխանիզմների ձևավորումը:
