Կարեն Քոչարյան. «Եթե թանկացումների, մարդկանց սոցիալական վատ վիճակի ֆոնին վարչապետի վարկանիշը շուրջ 60% է, ուրեմն՝ շատ բարձր է». «Փաստ»

«Փաստ» օրաթերթը գրում է.

Սերժ Սարգսյանի վարկանիշն աճել է, վարչապետ Կարեն Կարապետյանինը՝ անկում ապրել: Սա Gallup International Association–ի հարցման արդյունքներն են:

Հարցվածների 26,7%–ը դրական է գնահատում նախագահի աշխատանքը, 26,2%–ը՝ վարչապետինը: Ըստ հարցման, մեկ տարի առաջ վարչապետի վարկանիշը 85,1% էր, այժմ` 57%: Անկումը կազմել է 28%։

Քաղտեխնոլոգ Կարեն Քոչարյանին չի զարմացնում վարչապետի վարկանիշի անկումը: Նա «Փաստ» օրաթերթի թղթակցի հետ զրույցում ասաց, որ վարչապետի վարկանիշը սովորաբար պաշտոնավարման ընթացքում ընկնում է, այդ թվում նաև զարգացած երկրներում:

«Սովորական երևույթ է, այլ խնդիր է, որ դա կարող ես սարքել փուչիկ կամ չսարքել: Նորմալ է: Եթե այս երկրի վարչապետի ռեյտինգը համարյա 60% է, դա միևնույն է, անհամեմատ բարձր է: Հայաստանում հիմա անհաջող պրոցեսներ են գնում՝ մարդկանց սոցիալական վիճակը վատ է, նրանք իշխանությունների հանդեպ անվստահություն ունեն, թանկացումներ են, այս ֆոնին, եթե վարչապետի վարկանիշը շուրջ 60% է, ապա՝ շատ բարձր է »,– նկատեց քաղտեխնոլոգը:

Իսկ ինչո՞վ է պայմանավորված Սերժ Սարգսյանի վարկանիշի բարձրացումը: Նրա խոսքով՝ հարցումը մանիպուլյացիոն գործիք է, իսկ վարկանիշը ձևավորվում է հարցերի միջոցով: Ըստ նրա՝ պետք է պարզել, թե վարկանիշի բարձրացումը նախորդի համեմատ ինչքան է կազմել:

«Հարցումները շատ նման են բժշկական «էկագեի»: Բժիշկը երբեք չի նայում մեկ հետազոտության արդյունքներին: Միշտ համեմատում է նախորդի հետ: Նույնը սոցհարցումների դեպքում: Միշտ պետք է նայել նախորդին և համեմատել»,– նշեց Քոչարյանը:

Նրա խոսքով՝ Սերժ Սարգսյանը չի պատրաստվում հեռանալ իշխանությունից:

«Իր ասելով, ինքն էլ չգիտի, թե ինչ է լինելու: Բայց, միևնույն ժամանակ, ասում է, որ երկրի անվտանգության, պաշտպանության հարցերում դեռ պետք կգա: Չեմ կարծում, որ դա հեռացող մարդու «ֆռազ» է: Ես նաև չեմ կարող բացառել, որ նա շարունակի պաշտոնավարել վարչապետի, պաշտպանության նախարարի կամ այլ պաշտոնում: Հաստատ չեմ կարող ոչինչ ասել: Միայն մե՛կ բան հաստատ կարող եմ ասել. նա կմնա ՀՀԿ նախագահ»,– ասաց Կարեն Քոչարյանը:
