«Լքված շենքերի» ճակատագիրը կհստակեցվի

Սեղմեք ԱՅՍՏԵՂ, լրացրեք օնլայն հայտը և մոռացեք հոսանքի վարձի մասին

Հայաստանում «լքված շենքերի» ճակատագիրն արդեն հնարավոր կլինի հստակեցնել՝ լուծելով նաև հնարավոր վտանգների կանխման, բնակչության անվտանգության, բնականոն կենսագործունեության և տարածքների արդյունավետ օգտագործման խնդիրները։ Այս մասին հայտնում են ՀՀ քաղաքաշինության կոմիտեից։

ՀՀ կառավարության 2026 թվականի հուլիսի 2-ի N 982-Ն որոշմամբ հաստատվել է տեխնիկական վիճակից ելնելով՝ բնակելի, հասարակական և արտադրական նշանակության շենքերը և շինությունները շահագործման համար ոչ պիտանի ճանաչելու կարգը, որը մշակվել է Քաղաքաշինության կոմիտեի նախաձեռնությամբ։ Այն վերաբերում է ինչպես չշահագործվող և անավարտ, այնպես էլ անմխիթար վիճակում գտնվող շենքերին ու շինություններին։

Շենքը շահագործման համար ոչ պիտանի ճանաչելու հիմքեր կարող են լինել ֆիզիկական մաշվածության բարձր աստիճանը, արտակարգ իրավիճակի, երկարատև կամ ոչ պատշաճ շահագործման, երկարատև չշահագործման հետևանքով անմխիթար վիճակը, ինչպես նաև եթե շենքի վերականգնման, ուժեղացման կամ վերակառուցման համար անհրաժեշտ միջոցները գերազանցում են հաստատված մեթոդաբանությամբ նախատեսված սահմանաչափը։

Շենքի կամ շինության՝ շահագործման համար ոչ պիտանի լինելու հանգամանքը հաստատվում է լիցենզավորված կազմակերպության տված տեխնիկական վիճակի հետազննման եզրակացությամբ։

Մինչև 100 քառակուսի մետր ընդհանուր մակերես ունեցող պետական կամ համայնքային շենքերի դեպքում ոչ պիտանի ճանաչելու որոշումն ընդունում է համապատասխանաբար Պետական գույքի կառավարման կոմիտեն կամ համայնքի ղեկավարը, իսկ Երևան քաղաքում՝ Երևանի քաղաքապետը։

Նշված մակերեսը գերազանցող շենքերի դեպքում որոշումն ընդունում է Կառավարությունը՝ ՀՀ տարածքային կառավարման և ենթակառուցվածքների նախարարի առաջարկությամբ։

Սահմանվել են նաև ներկայացվող փաստաթղթերի կազմը, դրանց ուսումնասիրման ժամկետները և իրավասու մարմինների լիազորությունները։

Կարգի դրույթները չեն կիրառվում այն շենքերի նկատմամբ, որոնց քանդումը նախատեսված է Կառավարության հավանությանն արժանացած համապատասխան ծրագրով։
