Քնարիկ Հովհաննիսյան. «Մայրաքաղաքի խմելու ջրի ներքին ցանցը սոսկալի վիճակում է». «Փաստ»

«Փաստ» օրաթերթը գրում է.

Ջրային օրենսգրքում փոփոխություններ և լրացումներ են կատարվել: Փոփոխություններն արդեն օրենքի ուժ են ստացել: Մասնավորապես ջրահեռացման, կեղտաջրերի հեռացման և կեղտաջրերի մաքրման վերաբերյալ են փոփոխություններ կատարվել:

Այն ուղղված է ջրահեռացման ոլորտում ներդրումների խթանմանը հատկապես միասնական օպերատորի տարածքից դուրս` գյուղական բնակավայրերի ջրահեռացումը բարելավելու տեսանկյունից:

Ջրաբան Քնարիկ Հովհաննիսյանը «Փաստ» օրաթերթի թղթակցի հետ զրույցում ասաց, որ կատարված փոփոխությունները բավարար չեն: Ըստ նրա՝ ջրային օրենսգիրքը վերանայման կարիք ունի, քանի որ խմելու և ոռոգման ջրի համակարգն անմխիթար վիճակում է գտնվում: Խմելու ջրի ցանցը մաշված է՝ սոսկալի վիճակում է հատկապես մայրաքաղաքի խմելու ջրի ներքին ցանցը:

«Մենք ջրի մեծ կորուստներ ենք ունենում՝ 70–75%–ը կորչում է: Խողովակները, փականներն անմխիթար վիճակում են: Ծակ խողովակների պատճառով ջրի արտահոսք է տեղի ունենում»,– ասաց նա:

Մասնագետի խոսքով՝ նույն բարձիթողի վիճակում է նաև ոռոգման ջրի համակարգը: Արարատյան դաշտի գրունտային ջրերը մեծ անկում ունեն: Պաշտոնական տվյալներով՝ ջրի ծավալը 5 մետրով նվազել է: Քնարիկ Հովհաննիսյանի համոզմամբ՝ 20 մետրի է հասնում:

«Գրունտային ջրերը ոռոգման նպատակով են օգտագործվում, իսկ այն անընդհատ իջնում է: Արարատյան դաշտի բնակչությունն այդ ջրերն օգտագործում է ոչ միայն ոռոգման համար, այլև՝ տնտեսությունում: Խմելու համար դրանք վտանգավոր չեն, բայց այդտեղ բարձր կոշտություն կա: Խմում են և առողջության հետ կապված խնդիրներ չունեն»,– ասաց նա:

Ոռոգման ջրի ցանցն էլ քարուքանդ եղած է, ինչի պատճառով մեծ քանակությամբ հողեր չեն ոռոգվում:

«Մեր հողերի մեծ մասը չի մշակվում: Դրանք անցնում են տափաստանային վիճակի: Հողը փոշիանում է: Խնդիրը շատ լուրջ է»,– շեշտեց Հովհաննիսյանը:

Ջրահեռացման համակարգում էլ մասնագետը մի շարք խնդիրներ է մատնանշում: Նրա խոսքով՝ ջրահեռացում տեղի է ունենում, բայց կեղտաջրերը չեն մաքրվում:

«Ջրի սակագնի մեջ մտնում է նաև ջրամաքրման ծառայության գումարը: Ջուրը չի մաքրվում՝ միայն մեխանիկական մաքրում է տեղի ունենում: Մասիսի շրջանում բազմաբնակարանային շենքերի կոյուղին լցվում է դրենաժային համակարգը: Այդ համակարգն աղտոտված է կեղտաջրերով: Ես տեսել եմ, որ Մասիս գյուղում մարդիկ կոյուղու ջրով են հողամասը ոռոգում»,– ներկայացրեց Քնարիկ Հովհաննիսյանը:

Ջրաբանի խոսքով՝ այս խնդիրները շտապ լուծման կարիք ունեն, բայց ղեկավարությունը լուծում չի տալիս, ասելով՝ «փող չունենք՝ «քյասիբ» ենք»:

«Այստեղ նաև կառավարման խնդիր կա: Այն կարող է շատ բաներ փոխել: Սխալ կառավարումը բերում է նրան, որ մենք ոռոգման ջուրը չենք կարող հասցնել գյուղացիներին: Ջրօգտագործողների ընկերությունները իսկական վիշապներ են՝ ջրի վրա նստած: Հարստանում և հարստացնում են այն մարդկանց, ում իրենք ենթակա են»,– շեշտեց նա:
