Ստորագրելով շրջանակային համաձայնագիրը Լիբանանի կառավարությունն ըստ էության ճանաչել է Իսրայելի պետությանը, ինչը մինչ այդ պաշտոնապես չէր արվում․ Արտակ Զաքարյան

Լիբանանի, ԱՄՆ-ի և Իսրայելի պաշտոնական ներկայացուցիչների կողմից ստորագրվել է շրջանակային համաձայնագիր, ըստ որի Իսրայելը կմնա Լիբանանի հարավում գտնվող անվտանգության գոտում (դեղին գիծ/գոտի) այնքան ժամանակ, քանի դեռ «Հեզբոլլահը» չի զինաթափվել, և քանի դեռ Լիբանանի տարածքից որևէ սպառնալիք չի բխի։ Այս մասին գրել է ՀՀԿ Գործադիր մարմնի անդամ Արտակ Զաքարյանը։

«Բացի այդ, Իսրայելին տրվում է վերոնշյալ անվտանգության գոտում լիակատար գործողությունների ազատություն՝ առանց առարկության կամ վիճարկման։

Մերձավորարևելյան ԶԼՄ-ներն ու որոշ փորձագետներ, ինչպես նաև «Հեզբալլահին» մոտ կանգնած աղբյուրներն արդեն, իսկ համոզմունք են հայտնում, որ «Հեզբոլլահը» չի զինաթափվի, իսկ ստորագրված համաձայնագրի պայմանների մեծ մասը չեն կատարվի: Կարծում եմ Իսրայելում ևս առանձնապես հույսեր չունեն:

Հետևաբար, մտադրությունների մասին այս համաձայնագրով Իսրայելի գլխավոր ձեռքբերումն այն է, որ Լիբանանի հարավային տարածքի որոշ մասը պաշտոնապես «մնալու» է իրեն: Այսինքն, այն այսուհետ միջազգային մակարդակով «ճանաչվում է» որպես հրեական պետության վերահսկողության տակ գտնվող տարածք, քանի դեռ համաձայնագրի պայմանները չեն կատարվել։ Այդ թվում՝ հայտնի Բոֆորի ամրոցը, Էլ-Խիյամ քաղաքը և Հերմոն լեռան լիբանանյան հատվածն իր ջրային ռեսուրսներով: Իսրայելը փաստացի կրկին վերահսկողություն է սահմանել «անվտանգային դեղին գոտի» անվանվող այն տարածքների նկատմամբ, որոնք նախկինում (2000-ականերին) զիջվել էին: Ի դեպ, հարկ է նշել, որ մոտավորապես նույն վիճակն է նաև Գազայի հատվածում։

ԱՄՆ-Լիբանան-Իսրայել ստորագրված եռակողմ համաձայնագիրը պետք է ներկայացվի ՄԱԿ-ի Անվտանգության խորհրդի պաշտոնական հաստատմանը:

Ստորագրելով շրջանակային համաձայնագիրը, կարելի է ասել, որ Լիբանանի կառավարությունն ըստ էության ճանաչել է Իսրայելի պետությանը, ինչը մինչ այդ պաշտոնապես չէր արվում»,-գրել է նա։
