Բալթյան երկրները Եվրամիությանը կոչ են արել հնարավորինս շուտ ներկայացնել ռուսական նավթից լիակատար հրաժարվելու ծրագիրը․ FT

Էստոնիան, Լատվիան և Լիտվան Եվրոպական հանձնաժողովին կոչ են արել հնարավորինս սեղմ ժամկետներում ներկայացնել Եվրամիություն ռուսական նավթի ներկրման ամբողջական դադարեցման վերաբերյալ առաջարկ։ Այս նախաձեռնությամբ երեք երկրների ներկայացուցիչները հանդես են եկել ԵՄ էներգետիկայի նախարարների հանդիպման ժամանակ, հայտնում է «Financial Times»-ը՝ հղում անելով բանակցությունների ընթացքին ծանոթ աղբյուրներին։

Համապատասխան պլանի պատրաստման մասին որոշումը ԵՄ երկրները կայացրել էին դեռևս անցյալ տարվա վերջին։ Սակայն մարտին նախաձեռնության շուրջ աշխատանքները փաստացի կասեցվել էին նավթի համաշխարհային գների կտրուկ աճից հետո, որն առաջ է եկել Իսրայելի և Իրանի միջև հակամարտության սրման պատճառով։ Այժմ, երբ հաստատվել է հրադադարի ռեժիմ և վերականգնվել է Հորմուզի նեղուցով նավագնացությունը, նավթի գները վերադարձել են նախաճգնաժամայինին մոտ մակարդակների, ինչը, մերձբալթյան երկրների կարծիքով, թույլ է տալիս վերադառնալ ռուսական մատակարարումներից հրաժարվելու քննարկմանը։

Եվրոպական հանձնաժողովի տվյալներով՝ ԵՄ ներկրման մեջ ռուսական նավթի մասնաբաժինը 2022 թվականի սկզբի 27%-ից 2025 թվականին նվազել է մինչև 2%։ Այդուհանդերձ, անցյալ տարի Եվրամիության երկրները դեռևս 9,7 միլիոն տոննա ռուսական հում նավթ են ներկրել։

Եվրամիությունն արդեն հաստատել է մինչև 2027 թվականի աշուն ռուսական բնական գազից ամբողջությամբ հրաժարվելու պլանը։ Նավթի վերաբերյալ առաջարկը սկզբնապես նախատեսվում է ներկայացնել ապրիլի 15-ին, սակայն մարտին այն հանվել է Եվրահանձնաժողովի օրակարգից։

Ինչպես նշում է պարբերականը, նախաձեռնությունը կարող է դիմադրության հանդիպել Հունգարիայի և Սլովակիայի կողմից, որոնք նախկինի պես զգալիորեն կախված են ռուսական մատակարարումներից, ինչպես նաև այն պետությունների կողմից, որոնք մտահոգված են էներգակիրների գների հնարավոր աճով։ Այդուհանդերձ, ինչպես ռուսական գազից հրաժարվելու պլանի դեպքում, այս որոշման ընդունման համար ևս կպահանջվի ձայների որակյալ մեծամասնություն, ուստի մեկ կամ երկու երկիր չեն կարողանա արգելափակել նախաձեռնությունը։

Բրյուսելում կարծում են, որ ռուսական էներգակիրների գնումների կրճատումը պետք է է՛լ ավելի թուլացնի Մոսկվայի ֆինանսական հնարավորությունները, քանի որ նավթի և գազի արտահանումից ստացված եկամուտները շարունակում են մնալ Ուկրաինայի դեմ պատերազմի ֆինանսավորման հիմնական աղբյուրներից մեկը։

Ռուսաստանի ֆինանսների նախարարության տվյալներով՝ 2026 թվականի մայիսին դաշնային բյուջեի նավթագազային եկամուտները կազմել են 678,9 միլիարդ ռուբլի (մոտ 9,3 միլիարդ դոլար), ինչը 32,4%-ով ավելի է, քան նախորդ տարվա նույն ժամանակահատվածում։
