ԵՄ խորհուրդը մինչև 2027 թվականի հուլիսի 31-ը երկարաձգել է Ռուսաստանի դեմ պատժամիջnցները

ԵՄ խորհուրդը մինչև 2027 թվականի հուլիսի 31-ը երկարաձգել է Ռուսաստանի դեմ պատժամիջոցները: Այս մասին գրված է Եվրամիության օրենսդիր մարմնի կայքում հրապարակված հայտարարության մեջ։

Որոշումը կայացվել է հունիսի 18-19-ը տեղի ունեցած Եվրոպական խորհրդի նիստից հետո, որի ընթացքում ԵՄ առաջնորդները պայմանավորվել էին պատժամիջոցների երկարաձգման շուրջ։

«Գործող միջոցները ընդգրկում են առանցքային ոլորտներ, այդ թվում՝ առևտուր, ֆինանսներ, էներգետիկա և երկակի նշանակության տեխնոլոգիաներ։ Դրանք ներառում են նաև Ռուսաստանից ԵՄ ծովային ճանապարհով հում նավթի և որոշ նավթամթերքների ներմուծման կամ վերաբեռնման արգելք, Ռուսաստանում և երրորդ երկրներում մի շարք ֆինանսական հաստատությունների և կրիպտոծառայություններ մատուցողների գործունեության արգելք, ինչպես նաև Եվրոպական միությունում Կրեմլի կողմից աջակցվող մի շարք ապատեղեկատվական ալիքների հեռարձակման և լիցենզիաների կասեցում»,- ասվում է հայտարարության մեջ։

Բրյուսելում կայացած գագաթնաժողովում ԵՄ երկրների առաջնորդները պայմանավորվել են Ռուսաստանի դեմ պատժամիջոցները երկարաձգել մեկ տարով՝ վեց ամսվա փոխարեն, հունիսի 19-ին հայտնել էր հանդիպման նախագահի ներկայացուցիչը։

Սա առաջին դեպքն է, երբ ոլորտային սահմանափակումները երկարաձգվում են միանգամից 12 ամսով։ Նախկինում դրանց գործողությունը վերանայվում էր յուրաքանչյուր կիսամյակը մեկ։

Ինչպես նշում է Euronews-ը, պատժամիջոցների մեկամյա երկարաձգումը պետք է ավելի մեծ կանխատեսելիություն ապահովի Ուկրաինայի համար։ Միևնույն ժամանակ, ֆիզիկական անձանց նկատմամբ կիրառվող անհատական պատժամիջոցները կշարունակեն երկարաձգվել յուրաքանչյուր վեց ամիսը մեկ, ինչը սովորաբար ուղեկցվում է պատժամիջոցային ցուցակներից որոշ անձանց հանելով։

Ավելի վաղ՝ հունիսին, Եվրահանձնաժողովը հայտարարել էր Ռուսաստանի դեմ պատժամիջոցների 21-րդ փաթեթի մասին։ Սահմանափակումները պետք է վերաբերեն ռուսական բանկերին, ռազմարդյունաբերական համալիրին, ինչպես նաև նախատեսեն ԵՄ մուտքի արգելք ռուս զինվորականների համար։ Բացի այդ, Եվրամիությունը մտադիր է ընդլայնել պատժամիջոցները «ստվերային նավատորմի» դեմ՝ արդեն իսկ սահմանափակումների տակ գտնվող 632 նավերին ավելացնելով ևս 30-ը։

Ապրիլին ԵՄ երկրները համաձայնեցրել էին պատժամիջոցների 20-րդ փաթեթը՝ դրանում ներառելով մի շարք ֆիզիկական անձանց, ռուսական բանկեր և նավթագազային ու պաշտպանական ոլորտների ձեռնարկություններ։ Հունիսի կեսերին Եվրամիությունը նաև ընդլայնել էր պատժամիջոցային ցուցակները՝ դրանցում ավելացնելով 81 անձի՝ 34 ֆիզիկական և 47 իրավաբանական անձ։ ԵՄ դիվանագիտության ղեկավար Կայա Կալլասը հայտարարել էր, որ այդ միջոցները ծառայում են որպես միջանկյալ «մինի-փաթեթ», իսկ լիարժեք 21-րդ փաթեթը նախատեսվում է ընդունել ավելի ուշ՝ ամռանը։

Մոսկվան արևմտյան պատժամիջոցները համարում է անարդյունավետ և ոչ լեգիտիմ։ Կրեմլում ընդգծել են, որ դա վնաս է հասցնում համաշխարհային տնտեսությանը և այն մղում դեպի ճգնաժամ։
