Քաղաքական վրեժխնդրություն՝ տնտեսական անվտանգության հաշվին. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Հայաստանի գործող իշխանությունները հերթական անգամ ապացուցում են, որ սեփական րոպեական քաղաքական շահերը պատրաստ են վեր դասել պետության տնտեսական կայունությունից՝ ուղղակի տնտեսական պատերազմ հայտարարելով երկրի խոշորագույն ներդրողներից ու գործարարներից մեկի դեմ։ Այս ամենի վառ արտահայտությունն են դատախազության կողմից Հակակոռուպցիոն դատարան շտապողականությամբ ներկայացված հայցադիմումները, որոնցով պահանջվում է բռնագանձել «Արարատցեմենտ» ընկերությանը պատկանող «Ոսկե բանալի» առողջարանի անշարժ գույքը և չեղարկել Գագիկ Ծառուկյանին ու «Մուլտի գրուպ կոնցեռնին» առնչվող սեփականաշնորհման ու վարձակալության պայմանագրերը։ Իշխանության վերին օղակներում արդեն չեն էլ թաքցնում, որ այս գործընթացները զուտ քաղաքական հետապնդումների տնտեսական բաղադրիչն են, քանի որ Ազգային ժողովի ընտրությունների քարոզարշավի ժամանակ Նիկոլ Փաշինյանն անձամբ բացահայտ հայտարարեց, որ Ծառուկյանի բիզնես ողնաշարը հանդիսացող Արարատի ցեմենտի գործարանը շուտով պետականացվելու է։

Նման բացահայտ հարձակումները խոշոր կապիտալի վրա ոչ միայն քանդում են ներդրումային միջավայրը, այլև ցույց են տալիս պետական մտածողության լիակատար բացակայությունը, երբ պետության ղեկավարը պատրաստակամությամբ խոստանում է կոտրել երկրի կարևորագույն արդյունաբերական հենասյուներից մեկը՝ անտեսելով դրա հսկայական դերակատարությունը երկրի տնտեսության մեջ։

Առավել զավեշտալի ու միաժամանակ ամոթալի է էկոնոմիկայի նախարարության կողմից դրսևորվող վարքագիծը, երբ տնտեսական զարգացման ու կայունության համար պատասխանատու նախարար Գևորգ Պապոյանը հաղթական տոնով շտապում է հանրությանը ծանուցել «Շանգրի Լա» խաղատան լիցենզիայի ուժը կորցրած ճանաչելու մասին։ Փոխանակ մտահոգվելու երկրում ստեղծված ծանր սոցիալական վիճակով, իշխանական պաշտոնյաները բացահայտ հրճվում են բիզնեսին անհարմարություններ պատճառելու և նրա տնտեսական ակտիվներին հարվածելու առիթով։ Սակայն այս քաղաքական հրճվանքի տակ թաքնված է պետական բյուջեի և հասարակ քաղաքացիների դեմ իրականացված քայլ, քանի որ, ըստ մամուլի հրապարակումների, այդ որոշման հետևանքով ավելի քան 500 մարդ ուղղակիորեն զրկվում է աշխատանքից ու կանգնում գործազրկության առաջ, իսկ պետական բյուջեն տարեկան կորցնելու է շուրջ 6 միլիարդ դրամի հարկային մուտքեր։

Ստացվում է, որ նախարարն ու ողջ կառավարությունը բացահայտ հրապարակավ գովազդում ու տոնում են հարյուրավոր ընտանիքների անապահովության մատնելու և պետության ֆինանսական միջոցները կրճատելու փաստը, ինչը պարզապես պետք է խորը ամոթի զգացում առաջացնի ցանկացած պատասխանատու իշխանության մոտ։ Քաղաքական վրեժխնդրության այս կուրացնող քաղաքականությունը, որը վարվում է առանց հեռահար հետևանքները գնահատելու, հարվածում է ոչ թե առանձին անհատների, այլ Հայաստանի Հանրապետության տնտեսական ապագային, որն այսօր զոհաբերվում է հանուն իշխանական վերնախավի նեղ անձնական հաշվեհարդարների։
