Ռուսաստանը կսկսի բենզին գնել Հնդկաստանից

Ռուսաստանի իշխանությունները պատրաստվում են Հնդկաստանից բենզինի լայնամասշտաբ ներկրում սկսել՝ երկրում վառելիքի դեֆիցիտը փակելու համար։ Այս մասին վկայում է Հարկային օրենսգրքում փոփոխություններ կատարելու մասին նախագիծը, որն ուղղված է վառելիքի շուկայի կայունացմանը։ Ինչպես հաղորդում է РБК-ն, փաստաթուղթը նախատեսում է բյուջեից սուբսիդիաներ տրամադրել այն նավթային ընկերություններին, որոնք բենզին են գնում արտերկրից։ Դրանք գործելու են դեմպֆերային մեխանիզմի շրջանակներում, որը գործարկվել է 8 տարի առաջ՝ վառելիքի մանրածախ գները զսպելու նպատակով։

ԵԱՏՄ սահմաններից դուրս արտադրված ներկրվող բենզինի համար սուբսիդիաների չափը հաշվարկվելու է հնդկական շուկայում բենզինի ինդիկատիվ գնի և Հնդկաստանի նավահանգիստներից դրա տեղափոխման ծախսերի հիման վրա։ Նախօրեին օրինագծին հավանություն է տվել Պետդումայի բյուջեի և հարկերի հարցերով կոմիտեն. այն կարող է միանգամից ընդունվել երկրորդ և երրորդ ընթերցմամբ արդեն չորեքշաբթի օրը, նշել է РБК-ի աղբյուրը։

Ուկրաինայի դեմ պատերազմի սկսվելուց հետո Հնդկաստանը դարձել է ռուսական նավթի ծովային խմբաքանակների խոշորագույն գնորդը։ Անցյալ տարի այն գնել է օրական 1,5-2 մլն բարել, իսկ 2026 թվականի հունիսին ներմուծումը հասցրել է ռեկորդային՝ օրական 2,66 մլն բարելի։ Ռուսաստանից գնված նավթի մի մասը Հնդկաստանը վերաարտահանում է նավթամթերքների՝ դիզելի, գազոյլի և բենզինի տեսքով։ Ընդ որում, Wood Mackenzie-ի գնահատականներով, անցյալ տարի հնդկական բենզինի արտահանումը հասել է ռեկորդային օրական 400 հազար բարելի։ Դրա հիմնական գնորդները եղել են Ասիայի երկրները։ Հնդկական բենզինը 20%-ով բաղկացած է սպիրտից, նշում է Reuters-ը։

Դա երկու անգամ գերազանցում է ռուսական նորմատիվները, որոնք թույլատրում են 10% էթանոլի պարունակություն և բարձրացվել էին անցյալ տարի՝ ՆՊԶ-ների վրա իրականացված մի շարք հարձակումներից հետո: 2026 թվականին նավթագործարանների վրա ԱԹՍ-ների հարձակումները հասել են ռեկորդային չափերի. մայիսին խոցվել է 16 ՆՊԶ, հունիսին՝ ևս առնվազն վեցը: Արդյունքում Ռուսաստանում նավթի վերամշակման ծավալները հասել են վերջին երկու տասնամյակի նվազագույն մակարդակին, իսկ բենզինի թողարկումն ընկել է 25%-ով: Reuters-ի տվյալներով՝ Ռուսաստանում բենզինի դեֆիցիտն այժմ հասնում է ներքին սպառման 20%-ին:

Գործողության մեջ մնացած ՆՊԶ-ները արտադրում են օրական 85 հազար տոննա, այն դեպքում, երբ ամառային ամիսներին տնտեսությանն ամեն օր անհրաժեշտ է 110 հազար տոննա: Ռուսաստանն արդեն բենզին է գնում Բելառուսից, սակայն ստացվող ծավալները բավարար չեն վառելիքային հաշվեկշռի «ճեղքվածքը» փակելու համար. Reuters-ի աղբյուրների համաձայն՝ դա կազմում է ամսական 100-150 հազար տոննա, այսինքն՝ օրական մոտ 3-5 հազար տոննա, մինչդեռ բենզինի պակասուրդը հասնում է օրական 25 հազար տոննայի:
