ԱՄՆ-ի և Իրանի գործարքը նախատեսում է 300 միլիարդ դոլարի մասնավոր հիմնադրամի ստեղծում. Reuters

ԱՄՆ-ի և Իրանի միջև շրջանակային համաձայնագիրը նախատեսում է 300 միլիարդ դոլար ծավալով մասնավոր ներդրումային հիմնադրամի ստեղծում, ընդ որում՝ այդ գումարի ավելի քան կեսն արդեն ապահովված է ներդրողների պարտավորություններով։ Այս մասին հայտնել է Reuters գործակալությունը։

Գործակալության տվյալներով՝ հիմնադրամը կոչված է դառնալու տնտեսական խթան՝ կողմերի միջև վերջնական գործարքի ստորագրման համար։ Նշվում է, որ այս ֆինանսական մեխանիզմը չի ենթադրում պետական ֆինանսավորման կամ դրամաշնորհների օգտագործում, միջոցները կտրամադրվեն մասնավոր հատվածի կողմից։ Հրապարակման մեջ ասվում է, որ որպես ներդրողներ հանդես են գալիս ԱՄՆ-ի, Պարսից ծոցի երկրների, Ասիայի, Հարավային Ամերիկայի և Աֆրիկայի ընկերությունները։

Գործակալության աղբյուրի համաձայն՝ հիմնադրամը կսկսի գործել միայն վերջնական համաձայնագրի ստորագրումից հետո։ Ակնկալվում է, որ փոխըմբռնման հուշագրի ստորագրումը կսահմանի գործընթացի կառուցվածքը առաջիկա 60 օրվա համար, որի ընթացքում հիմնադրամի ադմինիստրատորները կաշխատեն իրանական կողմի և ներդրողների հետ՝ նախագծերի պլանավորման ուղղությամբ։ Նախնական գնահատականների համաձայն՝ խոսքը էներգետիկայի, լոգիստիկայի, արտադրության և տրանսպորտի ոլորտներում ներդրումների մասին է։

Ըստ Reuters-ի տեղեկատվության՝ սկզբնապես Թեհրանը Վաշինգտոնից պահանջել էր 400 միլիարդ դոլար՝ որպես ռազմական վնասի փոխհատուցում, սակայն մերժում էր ստացել։ Արդյունքում ձեռք է բերվել պայմանավորվածություն մի մեխանիզմի շուրջ, որի դեպքում տարածաշրջանի երկրները կկարողանան մասնակցել վարկային գծերի կամ իրանական ենթակառուցվածքների վերականգնման ուղղակի ֆինանսավորման միջոցով։

ԱՄՆ փոխնախագահ Ջեյ Դի Վենսը հաստատել է Իրանին Պարսից ծոցի պետությունների կողմից աջակցվող հիմնադրամից օգտվելու հնարավորություն տալու ծրագրի գոյությունը՝ Թեհրանի կողմից համաձայնագրի պահանջների կատարման պայմանով, ընդգծում է գործակալությունը։ Դրանց թվում, ըստ նրա, են միջուկային ծրագրի ապամոնտաժումը, հարստացված ուրանի պաշարների վերացումը և ստուգումների խիստ ռեժիմին համաձայնությունը։

Հրապարակման մեջ նշվում է, որ ներդրումային հիմնադրամը առանձին ֆինանսական կառույց է և կապված չէ պատժամիջոցների վերացման և Իրանի սառեցված սուվերեն ակտիվների ապաարգելափակման զուգահեռ բանակցային գործընթացի հետ։ Իրանը, որն ունի բնական գազի պաշարներով աշխարհում երկրորդ և նավթի պաշարներով չորրորդ տեղը, տասնամյակներ շարունակ գրեթե ուղղակի օտարերկրյա ներդրումներ չի ստացել պատժամիջոցների պատճառով, հիշեցնում է գործակալությունը։
