ՀԱՊԿ-ը կարող է քննարկել Հայաստանին հեռացնելու հարցը՝ անդամավճարները չվճարելու պատճառով. Լավրով

ՀԱՊԿ-ը Հայաստանի կողմից չվճարված անդամավճարների պատճառով կքննարկի կազմակերպության կանոնադրության այն հոդվածի կիրառման հնարավորությունը, որը կարգավորում է անդամ պետությունների նկատմամբ գործողությունները՝ իրենց պարտավորությունները չկատարելու դեպքում։ Այս մասին հայտարարել է Ռուսաստանի արտաքին գործերի նախարար Սերգեյ Լավրովը։

«Ի՞նչ անել այս իրավիճակում։ Մենք այսօր քննարկեցինք այդ հարցը։ Արդեն ավելի քան երկու տարի է, ինչ Հայաստանը պարտք ունի ՀԱՊԿ-ի բյուջեին, իսկ նման իրավիճակը նախատեսված է Հավաքական անվտանգության պայմանագրի կազմակերպության կանոնադրությամբ։ Այսօր պայմանավորվեցինք դիտարկել ՀԱՊԿ-ի կանոնադրության համապատասխան հոդվածի կիրառման հնարավորությունը»,-լրագրողներին ասել է Լավրովը։

ՀԱՊԿ-ի կանոնադրության 20-րդ հոդվածի համաձայն՝ եթե անդամ պետությունը երկու տարվա ընթացքում չի մարում կազմակերպության բյուջեի նկատմամբ ունեցած պարտքը, ապա Խորհուրդը կարող է որոշում ընդունել այդ երկրի քաղաքացիներին կազմակերպությունում քվոտային պաշտոնների առաջադրման իրավունքից ժամանակավորապես զրկելու, ինչպես նաև կազմակերպության մարմիններում նրա ձայնի իրավունքը կասեցնելու մասին՝ մինչև պարտքի ամբողջական մարումը։

Բացի այդ, նույն հոդվածը նախատեսում է, որ եթե անդամ պետությունը չի կատարում կանոնադրության դրույթները, Հավաքական անվտանգության խորհրդի որոշումները կամ դրանց կատարման նպատակով ընդունված կազմակերպության մյուս մարմինների որոշումները, ապա խորհուրդը կարող է կասեցնել այդ պետության մասնակցությունը կազմակերպության մարմինների աշխատանքներին կամ նույնիսկ բացառել նրան կազմակերպությունից։

Նման հարցերի վերաբերյալ որոշումներն ընդունվում են առանց տվյալ անդամ պետության ձայնը հաշվի առնելու։
