Եվրոպական ընտրության գինը․ Հայաստանը կարող է կորցնել արտահանման և աշխատանքային հիմնական շուկաները

Հայաստանի արտաքին քաղաքական ուղղության շուրջ քննարկումները շարունակում են ուղեկցվել տնտեսական հնարավոր հետևանքների վերաբերյալ մտահոգություններով։ Այս համատեքստում հերթական զգուշացումն է հնչեցրել Ռուսաստանի արտաքին գործերի նախարարի տեղակալ Միխայիլ Գալուզինը՝ անդրադառնալով Հայաստանի և Եվրոպական միության հարաբերությունների զարգացման հեռանկարին։

Գալուզինի գնահատմամբ՝ եթե Հայաստանը որոշի անդամակցել Եվրոպական միությանը, ապա կարող է կորցնել իր հիմնական արտահանման շուկաները, ինչպես նաև բախվել աշխատանքային միգրացիայի ոլորտում լուրջ սահմանափակումների։ Նրա խոսքով՝ Հայաստանի տնտեսության բազմաթիվ ճյուղեր շարունակում են սերտորեն կապված մնալ այն տնտեսական տարածքի հետ, որտեղ հայկական արտադրանքը տարիներ շարունակ իրացվել է առավել մրցունակ պայմաններով։

Ռուս պաշտոնյան նշել է, որ Հայաստանի արտահանման զգալի մասը ուղղվում է այն շուկաներ, որոնց հետ ձևավորվել են երկարամյա տնտեսական կապեր, իսկ դրանց կորուստը կարող է լուրջ ազդեցություն ունենալ տեղական արտադրողների գործունեության վրա։ Նրա համոզմամբ՝ նոր շուկաների որոնումն ու նույն ծավալի արտահանման ապահովումը կպահանջեն երկար ժամանակ և զգալի ռեսուրսներ։

Գալուզինը նաև անդրադարձել է աշխատանքային միգրացիայի հարցին՝ ընդգծելով, որ հազարավոր Հայաստանի քաղաքացիներ աշխատում են արտերկրում և իրենց ընտանիքների համար եկամտի կարևոր աղբյուր են ապահովում։ Նրա խոսքով՝ գործող պայմանների փոփոխությունը կարող է անդրադառնալ ինչպես աշխատանքային հնարավորությունների, այնպես էլ դրամական փոխանցումների ծավալների վրա։

Տնտեսագետների մի մասը ևս նշում է, որ Հայաստանի տնտեսությունը երկար տարիներ ձևավորվել է գործող տնտեսական կապերի շրջանակում, և ցանկացած կտրուկ փոփոխություն կարող է ուղեկցվել անցումային դժվարություններով։ Մյուս կողմից, կան փորձագետներ, որոնք համոզված են, որ նոր շուկաների և տնտեսական գործընկերների որոնումը կարող է երկարաժամկետ հեռանկարում ստեղծել զարգացման լրացուցիչ հնարավորություններ։

Այնուամենայնիվ, անկախ քաղաքական գնահատականներից, մասնագետների մեծ մասը համաձայն է մեկ հարցում․ Հայաստանի համար առաջնային նշանակություն ունի տնտեսական ռիսկերի մանրակրկիտ հաշվարկը։ Արտահանման ծավալները, ներդրումային միջավայրը, աշխատատեղերի պահպանումը և սոցիալական կայունությունը այն գործոններն են, որոնք կարող են վճռորոշ դեր ունենալ երկրի հետագա զարգացման հարցում։

Այս պայմաններում Հայաստանի արտաքին քաղաքական ընտրությունների շուրջ քննարկումները շարունակում են մնալ ոչ միայն քաղաքական, այլև տնտեսական օրակարգի կարևորագույն թեմաներից մեկը։ Իսկ հնչող հայտարարությունները ցույց են տալիս, որ երկրի ապագա զարգացման ուղու վերաբերյալ բանավեճերը դեռ երկար ժամանակ կմնան հանրային ուշադրության կենտրոնում։
