Ինչո՞ւ Փաշինյանը չդիմեց ՀԱՊԿ-ին. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Որոշ ժամանակ առաջ մեզ հետ զրույցում ՀՀ պաշտպանության նախկին նախարար, գեներալ-մայոր Արշակ Կարապետյանը նշել էր, թե քանի որ Նիկոլ Փաշինյանը սիրում է «Վոթցափով» շփվել, ձայնագրել մարդկանց, պահել գրագրությունը, ինքը դրանք պահպանել է, ու քանի որ իշխանությունները վաղուց անցել են «կարմիր գծերը», ինքը շուտով կսկսի հրապարակել դրանք: Եվ ահա օրերս Կարապետյանը հրապարակել է իր և Նիկոլ Փաշինյանի նամակագրության մի քանի «նմուշներ»՝ նշելով. «Փաստ է, որ տեղեկացված էր (Փաշինյանը-խմբ.) մոտալուտ պատերազմի մասին։ Փաստ է, որ այդպես էլ պաշտոնապես օգնության չդիմեց»։

Մասնավորաբար, դեռևս 2020 թվականի օգոստոսին, լինելով ՀՀ վարչապետի խորհրդականը, Նիկոլ Փաշինյանին փոխանցել է իր անհանգստությունները թուրք և ադրբեջանցի «դիվանագետների ու ռազմական գործիչների աննախադեպ ակտիվությամբ միջազգային հարթակներում»: Կարապետյանը գրել է. «Այնպիսի տպավորություն է, որ Թուրքիայի ու Ադրբեջանի կողմից Հայաստանի դեմ պատերազմելու քաղաքական որոշումն արդեն կայացվել է, իսկ հիմա ընթանում է համաձայնեցումը զինվորականների հետ: Հիմնական խոչընդոտը Ռուսաստանն է: Մեր դիվանագիտությունը պասիվ է: Պետք է ակտիվացնել դիվանագետներին ու ռազմական ղեկավարությանը Մոսկվայի հետ կոնտակտների մասով»:

Պաշտպանության նախկին նախարարը նաև հրապարակել է պատերազմի ժամանակ ու դրանից հետո իր նամակները՝ ուղղված Նիկոլ Փաշինյանին, որոնք կապված են եղել դարձյալ Ռուսաստանի հետ շփումները կարգավորելու, ինչպես նաև Հայաստանի տարածքի նկատմամբ ադրբեջանական ոտնձգությունների հետ կապված ՀԱՊԿ-ին դիմելու անհրաժեշտության հետ: Սակայն այդ բոլոր զգուշացումները Փաշինյանի կողմից անտեսվել են:

«Չնայած համոզում էինք դիմել ՀԱՊԿ-ին, բայց այդպես էլ չդիմեցիր: Փաստաթուղթը պատրաստել ենք ես և Վաղարշակ Հարությունյանը, տվել էինք քեզ, որ դիմենք ՀԱՊԿին 4-րդ հոդվածով, որով ՀԱՊԿ-ն անմիջապես պետք է մտներ, բայց դուք վերցրեցիք ու փոխեցիք 2-րդ հոդվածի, որի համար մենք իրար հետ կռվեցինք: Սակայն վերջերս իմացա, որ նույնիսկ այդ հոդվածով փասթաթուղթն էլ չես ուղարկել ՀԱՊԿ, այսինքն՝ մենք չենք դիմել ՀԱՊԿ-ին, չենք օգտագործել մեր հնարավորությունը: 2022 թվականին նոր դիմել ես ՀԱՊԿ-ին, վերջինս հավաքվում է Հայաստանում, պատրաստվում է փաստաթուղթ, որ ՀԱՊԿ-ի դիտորդները սահմաններին հետևեն իրավիճակին, իսկ հետո պետք է հանեին ադրբեջանցիներին մեր տարածքից: Դու չես ստորագրում այդ փաստաթուղթը: Դու չդիմեցիր ՀԱՊԿ-ին, որովհետև քո գործարքները կտապալվեին»,-դիմելով Նիկոլ Փաշինյանին՝ ասում է Արշակ Կարապետյանն ու հավելում, թե «սա թռնելու է, երկու օր առաջ ամերիկացիների հետ պայմանավորվել է, իրեն քաղաքական ապաստան են տալու, ինչի դիմաց հանձնել է մեր ընդերքը»:
