Մոսկվայից զգուշացումներ՝ Երևանին․ առանց ռուսական շուկայի Հայաստանը կարող է կորցնել գյուղմթերքի արտահանման հիմնական ուղղությունը

Հայաստանի և Ռուսաստանի միջև տնտեսական հարաբերությունների շուրջ վերջին շրջանում հնչող հայտարարությունները գնալով ավելի կոշտ բնույթ են ստանում։ Մոսկվայից հնչող հերթական ազդակները վերաբերում են հատկապես գյուղատնտեսական ոլորտին, որը հայկական տնտեսության ամենախոցելի և միաժամանակ ամենակախյալ ուղղություններից մեկն է արտաքին շուկաներից։

Ռուսական պաշտոնական շրջանակներում արդեն բաց տեքստով նշվում է, որ եթե Հայաստանը շարունակի խորացնել ԵՄ-ին ինտեգրվելու քաղաքականությունը և հեռանալ ԵԱՏՄ տնտեսական տարածքից, ապա հայկական արտադրողների համար կարող են առաջանալ լուրջ խնդիրներ ռուսական շուկայում գործունեություն ծավալելու հարցում։

Այս զգուշացումները հատկապես զգայուն են գյուղմթերք արտադրողների համար։ Տարիներ շարունակ հայկական լոլիկի, վարունգի, պղպեղի, կանաչեղենի, մրգերի և վերամշակված գյուղատնտեսական արտադրանքի հիմնական սպառողը եղել է ռուսական շուկան։ Շատ տնտեսություններ փաստացի կառուցվել են հենց այդ արտահանման տրամաբանության վրա։

Վերջին ամիսներին արդեն իսկ արձանագրվել են մի շարք սահմանափակումներ հայկական գյուղմթերքի նկատմամբ։ Ռուսական վերահսկող մարմինները տարբեր պատճառաբանություններով ժամանակավոր արգելքներ և լրացուցիչ ստուգումներ են սահմանել որոշ ապրանքատեսակների համար, ինչն անհանգստություն է առաջացրել արտադրողների շրջանում։ Այդ ֆոնին Մոսկվայից հնչող նոր հայտարարությունները շատերի կողմից ընկալվում են որպես քաղաքական և տնտեսական ուղերձ Երևանին։

Փորձագետները նշում են, որ խնդիրը միայն արտահանման ծավալների կրճատումը չէ։ Եթե հայկական արտադրողը կորցնի ռուսական շուկան, ապա կարճ ժամանակում այլընտրանքային ուղղություններ գտնելը չափազանց դժվար կլինի։ Եվրոպական շուկաները պահանջում են այլ չափանիշներ, սերտիֆիկացման լրացուցիչ գործընթացներ, նոր լոգիստիկ համակարգեր և զգալի ներդրումներ։

Արդյունքում ամենամեծ հարվածը կարող է հասցվել հենց գյուղացիներին և փոքր ու միջին արտադրողներին, որոնք այսօր իրենց արտադրանքի իրացման հիմնական հնարավորությունը տեսնում են Ռուսաստանում։ Նրանց համար արտահանման շուկայի կորստը նշանակում է եկամուտների նվազում, բերքի իրացման խնդիրներ և արտադրության կրճատման վտանգ։

Այս իրավիճակում ավելի ակնհայտ է դառնում, որ արտաքին քաղաքական յուրաքանչյուր որոշում ունի նաև տնտեսական հետևանքներ։ Իսկ Հայաստանի համար գյուղատնտեսական արտահանման հարցը վաղուց արդեն միայն տնտեսության խնդիր չէ․ այն կապված է հազարավոր ընտանիքների եկամուտների, մարզերի սոցիալական կայունության և երկրի պարենային անվտանգության հետ։

Մոսկվայից հնչող զգուշացումները ցույց են տալիս, որ առաջիկա ամիսներին հայ-ռուսական տնտեսական հարաբերությունները կարող են դառնալ ներքաղաքական և տնտեսական օրակարգի գլխավոր թեմաներից մեկը, իսկ ամենամեծ ռիսկը կրկին կարող է կրել հասարակ գյուղացին, որի արտադրանքի հիմնական ճանապարհը տարիներ շարունակ անցել է ռուսական շուկայով։
