Միլիոնավոր պարգևավճարներից մինչև բյուջետային սառեցում․ քանդված պատրանքներ Սփյուռքի հանձնակատարի գրասենյակի շուրջ

2026թ․-ին բարձր հռետորաբանությունը Սփյուռքի հետ աշխատանքների առաջնահերթությունների հետ կապված բախվել են բյուջեի դառը իրականության հետ՝Սփյուռքի գործերի գլխավոր հանձնակատարի գրասենյակի ֆինանսավորումը կրճատվել է 2025թ․-ի համեմատ 82 միլիոն դրամով՝կազմելով 762 միլիոն դրամ։ Այդ որոշումը ցույց է տալիս այն կտրուկ շրջադարձը, որը տեղի ունեցավ այդ գրասենյակի հետ կապված՝ գրասենյակի գոյության առաջին տարիների առատաձեռն ֆինանսավորումից(2019թ․-ի հուլիսից մինչև 2020թ․-ի հունվարը) գրասենյակի աշխատակիցների միայն պարգևավճարների վրա ծախսվել էր գրեթե 83 միլիոն դրամ։

Նախկին առատաձեռնության ու այսօրվա տնտեսման հետ կապված տարբերությունը ցույց է տալիս, որ իշխանությունները կորցրել են հետաքրքրությունը տվյալ կառույցի նկատմամբ, որն ի սկզբանե նշվում էր, որպես պետական քաղաքականության առանցքային գործիք։
Տվյալ նախագծի հասարակական ընկալումը փոփոխությունների է ենթարկվել՝2021թ․-ի մարտի դրությամբ մեդիայում հաջողությունների պատմությունների փոխարեն այդ կառույցը պիտակավորվեց, որպես «արտասահմանյան մասնագետների շոու»՝չափման որևէ չափանիշների բացակայության պատճառով։ Քննադատությունը սրվում է նաև այն պատճառով, որ այդ գրասենյակում աշխատավարձերն ամենաբարձրն են՝ՀՀ-ի 70 պետական կառույցներից՝գերազանցելով անգամ Ֆինանսների նախարարության աշխատակիցների աշխատավարձերը միջինը 200 դոլարով։ Գլխավոր հանձնակատարը կարողացել է տարեկան 4 անգամ պարգևավճարներ ստանալ, ինչն արդարացի հարցեր է առաջացրել փորձագետների ու լրագրողների մոտ՝այդպիսի ծախսերի նպատակահարմարության հետ կապված։

Բարձր աշխատավարձերի հետևում թաքնվում է այն տխուր դիսոնանսը՝«Իրական Հայաստանի» հայտարարված նպատակների առաջմղման ու ծրագրի մասնակիցների իրական քայլերի միջև։
Խորքային ինտեգրացիայի և համակարգային բարեփոխումների փոխարեն մասնագետների զեկույցները կտրված էին իրականությունից՝COVID-19-ի հետ կախված հարցումներից սկսած մինչև թեժ գծով կամավորականների կետային օգնություն։ Բացի այդ, ֆրանսիացի փաստաբանը ռեզոնանսային հայտարարություն էր արել, որ հայկական օրենքները ավելի շատ խրախուսում են կոռուպցիան, քան պայքարում են նրա դեմ։

Այսպիսով, գրասենյակը, որը կոչված էր փոխելու «էմոցիոնալ մեկնաբանությունները»՝պետական դիրքորոշումներով, ինքն էր դարձել միջոցների ոչ արդյունավետ ծախսման օրինակ՝համազգային դժվարությունների փուլում։
